Artists/artist teams must have an established track record of producing outdoor artworks that can withstand Florida’s climate, including (but not limited to) moisture, hurricane-force winds, and above average temperatures.  Artwork must also be created with materials that withstand vandalism and are easy to maintain.  Engineering must be included in the artists’ scope of work for foundations, power, etc.

The City of Jacksonville Beach CRA and the artist(s) selected to create the artwork will enter into a separate agreement to govern the terms and conditions of the artwork.

The commissioned artist(s) will be required to provide evidence of appropriate liability, property damage, and workers compensation insurance.

The budget amount is to cover all expenses, including but not limited to design, fabrication, installation, travel, insurance, etc. The artist is expected to meet project budget and schedule.

Artist/artist team finalists may be expected to present their proposal to the Jacksonville Beach CRA Public Art Advisory Committee in person and/or zoom. Artist/artist team is expected to review all information provided to fully understand the context of this work.

VARA Rights Act: Standard Public Art Contracts between an artist and the CRA require that an artist waive rights associated with the Visual Artists Rights Act of 1990 (VARA) to the City. The selected artist waives any rights he or she may have to claim at present or in the future that the removal of the artwork from its original location constitutes a destruction of the work under Section 106A(a)(3)(B) of the Visual Artists Rights Act because the artwork is "site specific art" or for any other reason. For purposes of this paragraph, the term "site specific art" shall mean artwork created specifically to exist in a certain place such that its removal from that place would be tantamount to its destruction. The artist agrees that they may recommend where they feel their art is best suited but the final determination of the location of the artwork shall be a matter within the sole discretion of the Community Redevelopment Agency of the City of Jacksonville Beach.

Copyright: Whether or not the selected artist elects to register the artwork for copyright, the artist will agree to grant to the Community Redevelopment Agency of the City of Jacksonville Beach the non-exclusive right to photograph the artwork and to otherwise reproduce it on film, tape, in digital format or in any other reproductive media and to publish same with identification of the artist and if applicable, with identification of copyright.

The CRA and the PAAC reserve the right to reject any or all applications, proposals, applications, or projects, and to modify or terminate the application process or the selection process for any reason and without prior notice.

The applicants who submit a full application will  be selected and presented to a public art advisory committee at their meeting on April 20, 2023. At this time, the committee will be reviewing the mural concepts and designs and how the represent the community, entice the viewer, are aesthetically pleasing, and represent the 'beach life'. The committee will then narrow the selection down and invite applicants they feel are a good fit to participate in zoom interviews. From there, the committee will select the final applicant.
