Project Description 
The Clearwater Public Art & Design Program seeks an artist or artist team to develop artwork for two (2) public water tanks located at 2709 FL-580 in Clearwater, Florida. The tanks are in the Countryside neighborhood of Clearwater.  The city is looking for an engaging mural or image to help with the beatification of the city’s water tanks which are highly visible on a heavy commuter state road. Themes and topics suggested but not limited to: Sea life, Florida nature scenes, game fish, seabirds, ospreys, water conservation or postcard style “Clearwater” mural. The paint required for the mural will be Tnemec Series 1026 @ 2.0 – 3.0 mils thickness. Colors available can be viewed on the Tnemec website.  https://tnemec.com/color-tool/all-colors/

City Background 
The city of Clearwater is a vibrant coastal community of approximately 115,500 citizens located on Florida’s Gulf Coast. Clearwater is a progressive city that is committed to enhancing residents’ lives while preserving a heritage that is rich in culture and exquisite in landscape. Located approximately 30 minutes from both Tampa and St. Petersburg, Clearwater enjoys immediate access to natural amenities such as the Gulf of Mexico and Tampa Bay, and cultural offerings from a variety of museums, galleries, concert venues and theaters. 

 
Site (Site Elevation Plan) 
The water tanks hold 5 million gallons each. The tanks are located on the south side of Fl-580. Only the north side of the tanks (road facing) will be painted. The east tank has the best site lines by commuters. Designs can range in size but should measure approximately 15’ High and 30-50' Wide. The West tank has a smaller visible area. Designs for this tank can be smaller or a single image.  Altogether, the tanks have approximately 1,500 square-feet of eligible surface for a public art installation of a mural. Although, there is room for art on both tanks, submission for a single mural on one tank is acceptable. The tanks will be cleaned, refurbished and have a new basecoat by beginning 2024.
 
Budget 

$30,000 

The selected artist, or artist team, will be awarded a comprehensive contract. The artist will be responsible for artwork design, fabrication, materials, installation, insurance, travel, public presentations, meetings with City of Clearwater staff as necessary, identification plaque, and all related incidental expenses. Clearwater plans to apply for a public art grant. If selected the budget would be $60,000. The scale and scope of the project would increase with the budget increase. Due to grant requirements, work could not start until June 1, 2024. 
 
Selection Process 
A selection panel consisting of a Public Art & Design Board representative, The City of Clearwater Arts and Cultural Affairs Coordinator, a Clearwater Public Utilities representative, as well as local art professionals, and community representatives who will review artists’ qualifications. Three artists will be selected to provide proposals and each artist will be paid a stipend of $1,000 for their proposal. Final artist selection will take place after review of the artist proposals. 
 
The City of Clearwater reserves the right to reject any or all applications, proposals, applications, or projects, and to modify or terminate the application process or the selection process for any reason and without prior notice.  
 
Selection Criteria 
Artists will be evaluated on artistic excellence as evident by submitted materials; professional experience; compatibility with the architectural design, facility environment and values of the City of Clearwater and Clearwater Public Utilities.  

 
Timeline 

  • Submittals due: Friday, June 16, 2023
  • Panel review: Friday, June 23, 2023
  • Selected finalists notified: Friday, June 29, 2023
  • Final proposal due: Monday, July 10, 2023
  • Artwork installation: June 2024

  • A minimum of two (2) images is required with a maximum of six (6). Images of finished works or conceptual drawings can be submitted. Wherever possible, provide images of completed project to assure the selection panel of your ability to realize a public art project that will be completed and installed as designed.
