The Utah Division of Facilities Construction and Management and the Utah Division of Arts & Museums Public Art Program requests qualifications from Utah-based artists and/or artist teams interested in creating site-specific artwork(s) for the upcoming Farmington Regional Center. The Request for Qualifications with building renderings can be found HERE.

FARMINGTON REGIONAL CENTER

This facility will house regional offices for four state agencies: the Department of Health and Human Services, Utah Division of Motor Vehicles, the Department of Public Safety, and the Department of Workforce Services. Consolidating these services will serve the growing population of Davis County and benefit these state agencies through shared resources.

These four state agencies each play a crucial role in the safety, stability, and wellbeing of Farmington’s expanding population. The Department of Health and Human Services was established through the consolidation of the Utah Department of Health and the Utah Department of Human Services in July 2022. This reorganization intends to streamline the delivery of critical services to Utah’s population. The Utah Division of Motor Vehicles, a division of the Utah State Tax Commission, provides Utahns with the resources necessary to safely and legally operate a vehicle. The Utah Department of Public Safety operates, among others, the Driver License Division, the Division of Emergency Management, and the Highway Safety Office. The Department of Workforce Services assists Utah jobseekers and employers across all demographics, and was the first state agency in the nation to combine employment and public assistance programs.

COMMITTEE STATEMENT

It is the intention of the Art Committee to commission new artwork from a Utah-based artist for the Farmington Regional Center. The Committee has identified the exterior courtyard as the area of interest for this project, and is strongly interested in artworks that will integrate with the planned landscaping. The Committee is interested in spatial, functional artwork that allows for rich and varied interpretation from visitors. 

Proposed artworks should be reflective of the natural beauty of Davis County, as well as acknowledging the robust outdoor recreation tradition found in Utah. Artworks may draw inspiration from local wetlands, Farmington’s extensive trail system, and flora and fauna endemic to the region. The artwork’s subject matter and content must be appropriate for public exhibition and not contain advertising, religious references, sexual or violent content, or convey political partisanship.

FARMINGTON, UTAH

Established in 1852 as the seat of Davis County by the then territorial legislature, Farmington is one of the oldest cities in Utah. Prior to incorporation this area was known by settlers as North Cottonwood. However, throughout the community’s early years a flourishing agricultural economy brought prosperity and quick expansion, resulting in the adoption of a new city name: Farmington.

Farmington’s long history makes it home to a number of significant Utah landmarks. Utah’s first courthouse was built on State Street in 1855, and has been remodeled three times in order to serve the county’s growing population. Additionally, both Main Street and State Street include Historic Districts that are listed on the National Register of Historic Places. Due to Farmington’s close proximity to Hill Air Force Base, many families have a strong connection to the military community and take great pride in that legacy.

Situated comfortably between Salt Lake and Ogden, Farmington boasts both the conveniences of urban life and the charm of small-town living. Perhaps most well-known for Lagoon Amusement Park, founded in 1886, Farmington also provides access to several major shopping and entertainment centers, as well as nearly 150 miles of recreational trail systems. 

Outdoor recreation and wildlife conservation are particularly    important to Farmington City. Bordering Utah’s Great Salt Lake, the Farmington Bay Waterfowl Management Area is home to more than 250 species of birds, and is located within walking distance of the George S. and Dolores Doré Eccles Wildlife Education Center. Towards the west, the Bonneville Shoreline Trail stretches over 100 miles of the Wasatch Front and overlooks the spacious valley below. During the summer months, hikers enjoy trails like the Farmington Canyon Waterfall hike, and during the winters there is close access to nearby ski destinations such as Wasatch Peaks and Snowbasin Ski Resort. 


BUDGET

$103,600 is available for the project. This project budget is for all related expenses of this Public Art commission, including (but not limited to) artist fees, fabrication, support structures, insurance, shipping, travel, lighting, installation, documentation, etc.

ELIGIBILITY

Professional artists and artist teams residing in Utah are eligible for this commission. Artists living in Davis County will receive additional weight in the review process. Applicants must have a U.S. Tax ID Number (SSN, EIN, ITIN, or other). Art Selection Committee members and staff of Utah Arts & Museums and AJC Architects are not eligible to apply for this commission. All Art Selection Committee members will declare any conflict of interest and recuse themselves from the vote when reviewing artist applications.

Utah Arts & Museums will not be responsible for delayed applications or damaged electronic files. Faxed or emailed applications cannot be accepted.

SELECTION PROCESS AND SCHEDULE

The Selection Committee will review all properly submitted qualifications from which a short list of semi-finalists will be selected. Semi-finalists will be asked to present a full proposal to the Committee on January 23rd, 2025 to include concept, budget, and timeline. All semi-finalists will be awarded an honorarium to help defray the costs of the development of the proposal. The honorarium will be applied toward the commission amount for the artist(s) awarded the commission(s.) Utah Arts & Museums will not be responsible for applications delayed or lost. The Farmington Regional Center Art Selection Committee reserves the right to withhold the award of a commission or re-release the call for entries.
