Call Description
The Town of Ashland, Virginia, invites artists or artist teams to submit proposals for the design, fabrication, and installation of functional public artwork at the northern trailhead of the Fall Line Trail. This project is a collaboration between the Ashland Parks & Recreation Committee and the Public Art Commission.
The selected piece will serve as both seating and signage while embodying the themes of Ashland’s identity and the Fall Line Trail.
PROJECT GOALS
The functional artwork will:
- Serve as a seating area and trailhead signage.
- Reflect Ashland’s cycling culture, outdoor recreation, and small-town character.
- Be constructed of durable, weather-resistant materials suitable for outdoor installation.
- Require minimal maintenance.
- Enhance the aesthetics and functionality of the trailhead.
SITE LOCATION & ARTWORK SPECIFICATIONS
The artwork will be located along Robinson Street in downtown Ashland, adjacent to the Ashland Library. This prominent site serves as a key entry point for the Fall Line Trail and connects to various community amenities, making it an ideal location for an engaging and functional public art installation.
Site preparation will be managed and provided by the Town of Ashland within reason. Durability and low maintenance of the artwork is important. The artist will be required to submit installation and anchoring proposal recommendations for prior approval.
DESIGN SPECIFICATIONS
- Themes:
- Cycling and outdoor recreation.
- “Center of the Universe” (Ashland’s nickname).
- Small-town charm with quirky and quaint elements.
- Functionality:
- Include integrated seating that is comfortable and safe.
- Serve as signage identifying the Fall Line Trail trailhead.
- Durability:
- Use weather-resistant materials.
- Ensure the structure can withstand public use and seasonal conditions.
- Accessibility:
- Ensure the seating and signage comply with ADA guidelines.
- Placemaking:
- The artwork should create a welcoming and memorable entry point for the trail.
Additional Considerations: The artist/artist team will not be responsible for the general maintenance of the artwork but agrees to be available after the completion of services for consultation if the need arises.
Potential adverse site conditions include: Wind, sun, snow, extreme heat, freezing temperatures, potential for vandalism and graffiti, car pollution, etc. The selected artist will be required to provide a statement of recommended maintenance.
CRITERIA FOR AWARDING
Proposals will be evaluated based on:
- Artistic merit and originality.
- Alignment with project themes and goals.
- Functionality and practicality.
- Durability and maintenance considerations.
- Experience and professionalism.
- Feasibility within the budget and timeline.
A Sub-Committee composed of three (3) Parks & Recreation Committee members and three (3) Public Art Commission members will review all proposals and choose up to five (5) semi-finalists who will be asked to continue in the process by presenting to the Parks & Recreation Committee. Each semi-finalist will receive a stipend of $500 for complete concept proposals. Finalists would ideally be available to present their concepts in person, although virtual accommodations can be made if the need presents itself.

- Proposal Submission Deadline: June 1st, 2025
- Finalist Selection and Interviews: June 2025
- Contract Awarded: July 2025
- Completion and Installation: Fall 2025
Application Requirements
Proposals must include:
- Artist Statement: A brief statement outlining the artist/team’s vision and approach for the project.
- Design Concept: Conceptual drawings, renderings, or models of the proposed artwork.
- Budget Breakdown: Detailed budget, including all costs related to the project.
- Timeline: Proposed schedule for design, fabrication, and installation.
- Portfolio: Examples of past projects, especially those demonstrating experience with functional and outdoor public art.
- References: Contact information for at least two professional references.
- Insurance and Compliance: Proof of liability insurance and acknowledgment of compliance with all local regulations.
Eligibility Criteria
This RFP is open to professional artists or artist teams aged 18 and older with experience in public art projects of similar scale and complexity. Preference will be given to artists who demonstrate:
- Knowledge of Ashland’s history, culture, and community.
- Proficiency in creating functional outdoor public art.
