The City of Frisco Public Art Program is issuing this Request for Qualifications for a public art opportunity within the City. To be considered for this project, all applications must be submitted via www.callforentry.org (CaFÉ™).

Eligibility
Qualifications must be submitted online by 11:59 p.m. CDT, Sunday, June 29, 2025, to www.callforentry.org. Online submissions must include:

  • A cover letter describing your interest in the George A. Purefoy Municipal Center (City Hall) public art project and how it relates to your past work.
  • Artist resume with current contact information.
  • Artist statement serving as a general introduction to your work and working methods.
  • Three references with current contact information, including name, phone, email address and project scope.
  • Images of Past Work – Submit no more than 15 images of past and/or existing work that are appropriate to the George A. Purefoy Municipal Center (City Hall) public art project. The first five images should be those most relevant to this Request for Qualifications, keeping in mind the $211,000 project budget.

Incomplete applications will NOT be considered.

Selection Process
The Artist Selection Committee may include representatives of the Arts and Culture Advisory Board, City of Frisco staff, artists, arts professionals, and community representatives that will review qualifications for the George A. Purefoy Municipal Center (City Hall) public art project. The Committee will evaluate qualifications based on: 

  • Demonstrated excellence of past work in conceptual, aesthetic and technical terms.
  • Quality of professional qualifications and relevant experience.
  • Stated interest and approach specific to this project.
  • Ability to create a work of art that meets the project goals listed below.

Three finalists will be chosen to create design concepts for review by the Artist Selection Committee and Arts and Culture Advisory Board.  

The City of Frisco is not required to select from these submissions, if, in their opinion, qualifications are not appropriate or if the project does not come to fruition. Finalists may be requested to be interviewed by the committee.

Budget
The George A. Purefoy Municipal Center (City Hall) public art budget is all-inclusive, including, but not limited to, artist fee, fabrication costs, transportation, insurance, engineering services, permit fees, site prep, installation, and/or any other related expenses. The project budget is $211,000.

The George A. Purefoy Municipal Center (City Hall) Public Art Project
The George A. Purefoy Municipal Center (City Hall) is located at 6101 Frisco Square Blvd, Frisco, TX 75034 and opened in 2006. It is currently undergoing renovations to accommodate a larger City staff and improved access to services.  

The artist chosen for the project will be commissioned to create a hanging artwork in the newly renovated vestibule of the main entrance to the building that will welcome visitors and serve as a lasting symbol for the space. The artwork will be seen as visitors walk up to the building and from interior spaces on multiple floors in the lobby atrium.

The attached site plan provides dimensions, images of the space and attachment locations. The dimensions shown are the maximum for the available artwork space. The artwork design will need to be coordinated with sprinkler head, light fixture, and HVAC grille locations, which may limit the maximum size of the artwork.

Four attachment points will have been preinstalled at the locations shown in the site plan. Each I-Blot holds 250 pounds or 1,000 pound combined weight. Please note that the chosen artist must work with these attachment points as no structural changes will be made to the building.

The maximum available space would be about 16ft L x 8ft W x 13ft H in the vestibule.

Access for lighting the artwork will be available.  

Public Art Goals 
The public art at the George A. Purefoy Municipal Center (City Hall) should:

  • Represent the site as described above.
  • Be safe and hazard-free. The artist must consult with the project designers and a Texas-licensed engineer. A building permit will be required.
  • Be made of low-maintenance, durable materials that are resistant to vandalism. All materials must be approved by City of Frisco staff.
  • Be installed by Fall 2026.

Display of art as part of the Frisco Public Art Program is not intended to constitute a public forum; rather, it is intended to be an expressive activity of Frisco as a governmental entity and the City Council. Art selected for participation in the Frisco Public Art Programs shall reflect the shared values and views of the City Council.

By submitting artwork for consideration as part of the Program, you agree that the Program and display of selected artwork constitute government speech and that the City has final authority over all aspects of the manner and location of display of selected artwork.
