Project Overview

Logan City is seeking submissions from artists/artist teams to create a mural on the central concessions building at the Willow Park Sports Complex. The mural will cover all four walls of the first story of the building. The estimated total area of the mural is 1,092 sf. (Click here to view images of the project building)

 

Willow Park Sports Complex

The Willow Park Sports Complex, originally called the Quadraplex, is the heart of recreational softball in Logan and an important component of the recreational resources in the city and the Woodruff neighborhood. The park includes four softball fields and is connected to nearby playgrounds, pavilions, open space, a fishing pond, a zoo, fairgrounds, an aquatic center, and a skate park. The greater Willow Park and Cache County Fairgrounds park system constitutes the largest public recreational facility in Logan.

The Sports Complex was built in 1981 and has remained relatively unchanged since then. The most recent improvement came in 2024, when the infield of all four softball fields was refurbished with improved substrate and new backstops. The fields are dominated by iconic rows of poplar trees that cast long shadows across the fields in the evenings. The central concessions building was also built in 1981 and houses the score box on the second floor, and concessions and bathrooms on the first floor. It is a simple rectangular masonry block building typical of recreational facilities built in the 1980s. While it lacks architectural embellishments, it presents a large canvas for the placement of a mural.

Mural Summary

Logan City desires to commission a mural that highlights the strong recreational history of the community, and particularly the uses and open spaces at the sports complex and the greater Willow Park area.

 

Budget

$25,000

The total contract amount for all applicable expenses, which includes all fees for consulting with the project team, the design, transportation and travel, site preparation and priming, materials, execution and installation of the mural, including an anti-graffiti coating, shall not exceed $25,000.

 

Anticipated Project Schedule

Artist Call – Request for Qualifications: July 25 – August 25, 2025

Semi-Finalist Selection: September 8, 2025

Semi-Finalist Proposals Due: October 6, 2025

Artist Selection: October 13, 2025

Mural Installation may begin after April 1, 2026

 

Application Requirements

Selection Process

The selection committee consists of members of the Logan City Public Art Advisory Board (PAAB), and other members as established by the PAAB. The committee will review application materials and select up to three semi-finalists who will be invited to submit a design proposal to the committee.

All semi-finalists will be awarded an honorarium of $500 to help defray the costs of the development of the proposal. The honorarium will be applied toward the commission amount for the artist awarded the commission.

The selection committee is not responsible for lost or delayed applications. The selection committee reserves the right to reject any or all entries at any time in the review and selection process or to re-release the call for entries. The Logan City Mayor and Municipal Council give final project approval.

 

Selection Criteria

Artists/artist teams will be selected based on artistic excellence and demonstration of skill and quality craftsmanship conveyed in examples of past work, resume, and the strength and originality of concept conveyed in the Vision Statement and semi-finalist’s Design Proposal.

 

Contract and Insurance Requirements

Upon selection and final design approval, the artist/artist team must complete a contract with the City of Logan. The artist/artist team will be required to provide proof of and maintain required insurance coverages throughout the project. All finished work must be faithful to the drawings, design, and concept as approved by Logan City.  (Click here to view a Contract and insurance example)

 

Application Materials

RFQ Application

  1. A Vision Statement that describes the artist’s interest in and ideas for the project. (Maximum 2000 characters)
  2. Description and digital images of similar public art projects. No more than 10 images.
  3. Current resume outlining professional accomplishments as an artist. Team resumes can either be two (2) pages for the team or one page per team member and should outline each participating artist’s proposed role. Please do not include images on your resume.
  4. Three (3) References: Names, professional titles, phone numbers, and email addresses of three references who can speak about the artist’s experience and past public art projects.
  5. Artist place of residence.
     

Semi-Finalist Design Proposal Materials

Artists selected as semi-finalist will be invited to submit the following materials:

  1. Project Proposal
  2. Timeline
  3. Budget
  4. One to Four images or renderings of proposed work.

 

Eligibility Criteria

Eligibility

This call is open to all artists, but preference will be given to Utah artists/artists teams or regional artists/artist teams that reside within 150 miles of Logan. Artists/artist team members must be at least 18 years of age and legally residing and authorized to work in the United States.
