Call Description
The City of Loveland Art in Public Places Program is seeking an artist or artist team to design and create a mural for City Hall that reflects Loveland’s heritage and community values, while also envisioning the city’s future along the Front Range. Professional artists with demonstrated experience in creating original murals that engage the public are encouraged to apply.
Project Goals
The mural should:
- Reflect Loveland’s identity as a creative and welcoming community.
- Celebrate the city’s past while envisioning its future.
- Represent images of Loveland and northern Colorado’s populations and environment.
- Enhance the civic environment in City Hall.
- Be durable, safe, and suitable for long-term installation in a high-traffic area.
Site Details
- Interior location: Lower level to City Hall entry, near Utility Billing.
- Surface: Interior wall measuring 71 square feet. Budget: $2,150.00
- Environment: Interior wall, visible to staff, residents, and visitors.
Application Requirements
- Artist applications must be submitted through CaFE (www.callforentry.org).
- Incomplete applications will not be reviewed.
- Artists should not submit mural proposals to this RFQ. Proposals will be requested only from selected finalists. Proposals submitted as part of this application will not be juried.
Submission Requirements
Each application must include:
- A professional résumé highlighting mural experience.
- A maximum of five images of past work (completed within the past five years) demonstrate the artist’s ability to complete mural projects of similar scale.
- A one-page preliminary statement of approach describing relevant experience and interest in this project.
- Contact information for three professional references. Artists must include the reference’s name, title, phone number, email, project completed by the artist, and the project budget.
Finalist Selection Process
Selection Criteria
- Aesthetics: Alignment with the community and project vision.
- Experience: Demonstrated ability to complete murals of similar scope, scale, and complexity.
- Feasibility: Understanding project objectives, budget, and timeline.
- Materials: Safe and durable for a public setting.
- Availability: Ability to complete installation by end of April 2026.
Jury Overview
- AIPP staff will oversee operations and administer the jury process.
- Finalists will enter into a design contract with the City and receive site information, images, and have a virtual orientation meeting with staff.
- Finalists will receive a $500 honorarium to develop and present design concepts to the Visual Arts Commission in early winter 2026.
The jury will include:
- Nine members of the Loveland Visual Arts Commission,
- One Facilities staff member
- Three Loveland residents and four City Hall employees.
- One artist or artist team will be awarded the project following the finalists’ presentations. One alternate will also be selected.
Final Commissioned Artist
- Must enter into a contract and provide all required insurance within 30 days of contract award.
- Artists will be required to provide general liability insurance of $1,000,000 per the City contract.
- Artwork must conform to the approved design, concept, and budget.
- Because the mural is site-specific, the artist may not install a similar artwork within a 100-mile radius.
- Project completion date will be set jointly with City staff and the Visual Arts Commission.
- The artist will collaborate with Art in Public Places, Facilities, and City Hall staff throughout the project.
