Call Description
2026 represents the third year the City of Westminster is displaying art in conjunction with the One Book Community Read event.
For the 2026 program, the City is seeking the loan of two artworks: one sculpture to be installed outdoors at the Irving Street Library and one artwork or small sculpture to be installed indoors at the College Hill Library. Both artworks will be on display during 2026 calendar year.
The City is seeking submissions of artworks related to themes in the book "Burn" by Peter Heller. "Burn" follows two longtime friends in rural Maine as they return from their annual hunting trip. With the deep woods as a backdrop, each man faces a personal moral crossroads as shifting loyalties and emerging social activity places pressure on their friendship. With wildernes as a backdrop, the novel examines the themes of friendship, loyalty, courage, uncertainty, and social tension. Please see Mr. Heller's website for more information about the book.
Artists wishing to have their Artwork installed and displayed as part of the City's 2026 One Book Community Read - Art on Loan Program should review the following requirements and submit an application along with the requested supplemental materials. Artists may submit more than one application.
Applications for the 2026 Westminster One Book - Art on Loan Program will be reviewed by the City's Library Staff, Cultural Affairs staff and other community members with respect to materials, overall presentation, aesthetic quality of the artwork, craftsmanship, appropriateness of the artwork, maintenance requirements, and financial considerations. Since the Artworks will be displayed on City property and would constitute a message or speech communicated by the City itself, the City reserves the right to decline to display any particular piece of art if the City determines, for any reason, that the art selected would not be consistent with the message or speech that the City wishes to communicate.
Application Requirements
Entries:
Only entries received online through CaFE’ (callforentry.org) will be considered.
Each application should only contain images of a single piece of artwork. The minimum number of images is 3; the maximum number of images is 6. At a minimum photographs must show the front and back viewpoints of the artwork.
Entry Fees:
The City of Westminster is not charging entries for this Call for Entries.

Artwork Requirements:
For the Irving Street Library site, the artwork must be designed and fabricated for long-term outdoor durability and ease of maintenance, including strong winds. Acceptable materials include metal, stone, or similarly durable material; wood will not be accepted. Artwork must be able to be welded or bolted to a metal display base, or bolted to a concrete pad, or bolted to a sidewalk. Maximum height is 12', maximum width 3' by 3'.
For the College Hill Library site, the sculpture or artwork must be designed and fabricated for indoor display. All materials are acceptable so long as they are not ephemeral. Artists are responsible for providing secure bonnets and pedestals if needed. For sculptures and floor-based artworks the maximum size is 3' high by 3' wide. Wall-hung artworks will be reviewed on a case by case basis.

Required Information - Artwork:
- Sculpture/Artwork Title
- Description - must include height, weight, length, width, and medium.
- Description of the current condition of the artwork noting any existing breaks, tears, scratches, abrasions, paint losses, or other insecurities or defects in the artwork.
- Value of the Artwork (maximum $75,000)
- Appraisal Certificate and Proof of Authenticity
- A short description of the inspiration behind the artwork. This information will be used during the Exhibition Period.

- Finishes Applied to Surface
- Construction Techniques and Materials
- Description of the base or pedestal and the method of attachment for sculpture.
- Description of any accompanying accessories.
- Name of Current Copyright Owner
- If the artist is the current copyright owner, does the artist intend to transfer the copyright should the artwork be sold?
Display Requirements:
The selected Artwork shall be on display for the 2026 calendar year. If the Artwork is removed (through sale or other reasons), a replacement piece of equal or greater value, created by the Artist and approved by Library Staff and Cultural Affairs staff, shall be installed within 7 days of the original sculpture being removed.
The Artist will be required to complete a signed Agreement and secure appropriate documentation and insurance for the replacement Artwork.
Sales:
All Artworks must be available for purchase. Sales will be encouraged to further the efforts of the artists and to stimulate acquisition of original art by patrons and the public.
Budget and Payment:
The artists selected will receive a honorarium of $500 after acceptance and installation of the Artwork.
Marketing:
The displayed works will be regionally promoted through the use of print and digital platforms. The artist understands and agrees that these marketing methods shall be used for the period that the Artwork is on display. The displayed Artwork will also be promoted through events throughout Westminster.

Eligibility Criteria
Eligibility:
Open to all artists regardless of race, color, religion, national origin, gender, age, marital status, or physical or mental ability. Artist teams are eligible to apply, including teams of artists from multiple disciplines. Work must be original art. The jury will evaluate submissions based on their relation to themes in the novel "Burn".
Since the artworks will be displayed on City property and would constitute a message or speech communicated by the City itself, the City reserves the right to decline to display any particular piece of art if the City determines, for any reason, that the art selected would not be consistent with the message or speech that the City wishes to communicate.
