Budget: The project budget is up to $115,000. This project budget is intended to cover all related expenses of the project, including but not limited to artist fees, fabrication, insurance, shipping, travel, installation, and documentation.

Call Description

The City, in collaboration with the Millcreek Arts Council and Cottonwood Residential, is seeking to commission an artist or artist-led team to create an iconic art installation (“Art Work” or “Project”) for Millcreek Common.

 Millcreek Common is being developed in stages. In 2019, the City began a concerted effort to redevelop the commercial area located between Highland Drive and 1300 East and 3300 South and Elgin Avenue into a mixed-use civic center anchored by an iconic community gathering space. Phase 1 of Millcreek Common was completed in 2022, the City Hall and Public Market were completed in 2023, and Phase 2 of Millcreek Common is currently underway. As part of the development approval for the Westerly, the mixed-use building adjacent to City Hall, Millcreek, and the developer agreed to coordinate on the installation of public art along the façade facing the paseo between Millcreek City Hall and the Westerly (“Westerly”).

 The Project consists of a mural and/or a sculptural installation on a portion of the north façade of the Westerly, and along the east façade of the parking structure. The Art Work will occupy up to two spaces, which are illustrated by pink highlights in the photographs and on the building elevations which are included in this RFQ: 
 

  • North Façade: a wall finished in off-white metal panel that is nearly 43’ tall and 27’ wide, totaling approximately 1,200 square feet
  • East Façade: a concrete wall that is nearly 42’ tall and 10’ wide, totaling approximately 400 square feet

 

Application Requirements

Responses shall be submitted through CallForEntry. Responses shall include the following:

 5.1.  Letter of Interest. A Letter of Interest shall include the Proposer’s legal name, email address, and contact information. Proposers shall indicate whether they are interested in proposing a mural project or a sculptural project. The letter of Interest should be addressed to:

5.2. Relevant  Experience:  Provide the Proposers’ bio, resume, or curriculum vitae. Include up to ten images or movie files of previous artist work of a similar scope or scale that demonstrates experience and skills that would translate to mural art or a sculptural installation on a building.

 5.3.  Work Approach and Concept Vision: Describe the artist(s)’ work approach to complete a project on time, within budget, and in a manner that is sensitive to an urban context and that provides an iconic art installation for the benefit of the community. Describe, preliminarily and in narrative form, the Proposer’s vision for the project.

 5.4       References.  Include the name, address, and contact person of government or private agencies with which the Proposer has provided a similar service and can attest to the performance of relevant projects. The City may contact such references and do its own investigations, which, depending on the investigation, may result in disqualification based on the City’s sole and absolute discretion.

Eligibility Criteria

This Request is open to artists and artist teams residing in the United States. Utah artists are strongly encouraged to apply.  Evaluation Committee Members and immediate families, as well as employees of Millcreek or Cottonwood Residential, are not eligible to submit a Response.
