About Gregory Lane
Updating Gregory Lane into a Complete Street was identified as a community need decades ago, and utility infrastructure upgrades are additionally necessary in this corridor. This project has been supported through a community vote to fund through the Specific Purpose Excise Tax (SPET), a penny sales tax to fund community projects. The Town has additionally dedicated capital improvement funds, as well as water and wastewater utility enterprise funds, has been awarded state funding toward the project, and is awaiting a decision on federal funding. This broad and multi-pronged support for this effort demonstrates strong alignment among multiple interested parties. Project planning and studies began in 2021. Town Council reviewed concepts in August 2023 and provided direction on alternatives in May of 2024 to inform the design. This project includes easements with adjacent landowners in order to design the project as directed and planned.
Project Goals as Related to the Comprehensive Plan
- Preserve and enhance surface water and groundwater quality
- Reduce the consumption of non-renewable energy
- Enhance suitable locations as Complete Neighborhoods
- Promote vibrant, walkable mixed-use areas
- Meet future transportation demand with improved walk, bike, carpool, transit, and micro-mobility infrastructure
Public Art Goals
- Add visual connectivity to the roadway
- Increase pedestrian safety by slowing traffic and increasing visibility of crosswalks
- Add character to the neighborhood
- Calm traffic
- Add points of interest and playful elements to children’s daily walks to school
Potential Artwork Locations
Space is extremely limited in this narrow corridor with a high level of construction traffic. The proposed artwork will need to have a very small footprint and will need to be very durable. The artist is encouraged to think about repeating elements that may be small and discoverable throughout the corridor and to design artwork that can be attached to 11 streetlights planned for the corridor. The artist may consider art for the pink highlighted sections at the south (1) and north (2) ends of the street, but this may require additional approvals and an extended timeline.
Artist Selection Process
The commissioning process includes 4 phases:
1. Qualification submission
2. Site-specific concept development
3. Final Design development and engineering review
4. Upon approval of the final design and engineering review the artist will enter into a fabrication and installation agreement with the Town of Jackson.
The invited artists will be provided with a stipend of $500 to create a site-specific proposal. Finalists will submit their concepts to JH Public Art. Each finalist will be invited to present to the selection panel for 20 minutes. The selection panel will then identify the one artist whose concept is the best fit for meeting the project goals.
Final Design Development $2,000
This fee is inclusive of interactions with the community, refinement of the concept into a final proposal, including construction drawings and engineering review.
Art Commission $43,000
This sum is inclusive of all the artist(s) design fees, insurance, fabrication, installation, foundations, travel, and all other project related expenses.
Qualifications Review Criteria
A selection panel composed of residents, local arts and culture professionals, representatives from the Stakeholder team, and other community members will review the applicants’ qualifications to select the 3 artists whose qualifications, examples of past work, and letter of interest are the best fit for the project.
Qualifications will be evaluated based on the following criteria:
- Demonstrated ability to create original, durable works of art that are engaging, evoke an emotional response, and convey a positive visual experience that resonates with the viewer.
- Work samples should demonstrate the style of work the artist or artist teams will propose for this project, their level of workmanship and excellence in use of materials (please do not submit conceptual renderings, only projects that have been built).
- Responsiveness to the goals of the project as described in the Letter of Interest.
- Artistic merit, originality, and creativity expressed in examples of past projects.
- Professional experience working on projects of similar scale, budget, and technical design.
- Ability to undertake the design, creation, and installation within the timeline.
- Demonstrated ability to work with stakeholders and community groups.
Community Engagement
The Latino population comprises a significant portion of the population in Jackson (22%). Gregory Lane is a busy corridor that accesses local residents, school age children, and industrial businesses. Gregory Lane is adjacent to or near Teton County School District playing fields and school campuses. Outreach to all of these groups is encouraged during the design development phase and will be supported by JHPA staff.
Media/Style/Size
Given the constrained nature of Gregory Lane, it is strongly suggested that artists consider hanging the artwork from the lamp posts on the street, see jhpublicart.org/events for examples.
The artwork must have a narrow footprint and be made of durable media that requires little to no maintenance aside from annual cleaning. Artwork can withstand unsupervised attention, large truck traffic, and snow removal. The artwork should be properly scaled to the various heights of buildings in the corridor and must not hinder the line of sight for drivers.
Application Requirements
Artists or artist teams are invited to apply by submitting their qualifications through the CallForEntry.org website. CAllForEntry.org is free to use. Artist selection and commission will be overseen by Jackson Hole Public Art.

Letter of Interest (labeled as Artist Statement on CAFÉ): The letter should articulate the artist’s interest in this project in particular. The artist should describe how their work, process, and experience relates to this project. Please limit the letter to 500 words or less.
Resume: A two-page (maximum) current, professional resume. Artist teams should submit resumes for each team member compiled into one document.
Images of Work: Please provide up to 7 images of previously created art that relates to this opportunity.
References: please provide 3 current references. References of finalists will be checked.
Eligibility Criteria
Artists living in Jackson will be given preference. Wyoming and Idaho artists living in surrounding commuter communities are also invited to apply. Artists with little public art experience may apply for this opportunity. JH Public Art will assist with fabrication if needed.
