Call Description

The Utah Department of Alcoholic Beverages Services, in partnership with the Utah Division of Facilities Construction and Management and the Utah Division of Arts & Museums Public Art Program, requests qualifications from Utah artists and/or artist teams interested in creating site-specific artwork(s) for the upcoming Park City store location. The Request for Qualifications with building renderings can be found here.

UTAH DEPARTMENT OF ALCOHOLIC BEVERAGE SERVICES

The Department of Alcoholic Beverage Services (DABS) operates more than 50 liquor stores throughout the state. Modern stores are designed to create comfortable, safe shopping experiences. The DABS is proud to showcase some of Utah’s most talented artists at store locations, helping to create a welcoming atmosphere at each of our stores.

The Utah State Legislature created the Department of Alcoholic Beverage Control in 1935, tasking the department with conducting, licensing, and regulating the sale of alcoholic beverages in Utah. (The department later updated its name to the Department of Alcoholic Beverage Services, in 2022.) The purpose of DABS is to make alcoholic products reasonably available to adults who choose to drink responsibly–but not to promote the sale of liquor. Utah is an alcohol-control state, which means the state controls the sale and distribution of alcohol. By keeping liquor out of the private marketplace, no economic incentives are created to maximize sales, open more liquor stores, or sell to underage persons. Instead, all policy incentives to promote moderation and to enforce existing liquor laws are enhanced.

COMMITTEE STATEMENT

It is the intention of the Art Committee to commission new artwork from a Utah-based artist for the Park City State Liquor store location. The Committee has identified the following locations as potential artwork sites (see renderings on pages 7-8 of the RFQ document):

  • Interior west stone accent wall
  • Interior ceiling above east register
  • Exterior entrance island

The Committee is currently open to artwork that aligns with the following categories: exterior sculptural, interior ceiling-suspended installations, or interior wall-hung 2D artworks. This location does not provide suitable opportunities for mural works, and as such a mural proposal is not being solicited. 

Park City has a vibrant arts and recreation culture, and the Committee is interested in artwork that reflects the unique qualities of the area. Beautiful mountain views and year-round recreation are a staple of Park City, and numerous arts and culture events occur annually throughout the city. While the Committee would like to see a primary focus on the “now” of Park City, including nods to Park City’s historic status would also be welcomed.  

The artwork’s subject matter and content must be appropriate for public exhibition and not contain advertising, religious references, sexual or violent content, or convey political partisanship.

PARK CITY, UTAH

Nestled into the back of the Wasatch Mountain Range, Park City is defined by its scenic landscapes, vibrant local culture, and rich history. Park City was incorporated in 1884 and quickly became a major settlement after the discovery of silver, gold, and lead deposits. Silver mines were established throughout the area and allowed Park City to flourish into the 1950s, at which point there was a significant decrease in population due to the reduction of the price of silver. Ultimately, it was a group of former silver miners who developed the proposal for the first ski resort in Park City, launching a new era for the region. 

In modern times, Park City is particularly known for its tourism and recreation economy and is home to three world-class ski resorts. Much of the infrastructure that was established for the 2002 Olympic Winter Games is still operational, notably the Utah Olympic Park, and will be utilized again in the upcoming 2034 Olympic Games. In addition to the wealth of outdoor recreational opportunities nearby, Park City has also established a thriving arts and culture economy. Park City was the original home of the Sundance Film Festival and continues to operate annual events such as the Kimball Arts Festival and the Latino Arts Festival. 

BUDGET

$35,500 is available for the project. This project budget is for all related expenses of this Public Art commission, including (but not limited to) artist fees, fabrication, support structures, insurance, shipping, travel, lighting, installation, documentation, etc.

Professional artists and artist teams residing in Utah are eligible for this commission. Artists living in Summit County will receive additional weight in the review process. Applicants must have a U.S. Tax ID Number (SSN, EIN, ITIN, or other). Art Selection Committee members and staff of Utah Arts & Museums, Jacoby Architects, or the Utah Department of Alcoholic Beverage Services are not eligible to apply for this commission. All Art Selection Committee members will declare any conflict of interest and recuse themselves from the vote when reviewing artist applications.

SELECTION PROCESS AND SCHEDULE

The Selection Committee will review all properly submitted qualifications, from which a short list of semi-finalists will be selected. Semi-finalists will be asked to present a full proposal to the Committee on June 24th to include concept, budget, and timeline. All semi-finalists will be awarded an honorarium to help defray the costs of the development of the proposal. The honorarium will be applied toward the commission amount for the artist(s) awarded the commission(s.) Utah Arts & Museums will not be responsible for applications delayed or lost. The Park City DABS Art Selection Committee reserves the right to withhold the award of a commission or re-release the call for entries. Questions or assistance requests must be made at minimum 48 hours before the submittal deadline.
