Call Description

Theme: America 250
On July 4, 2026, our nation will commemorate the 250th anniversary of the signing of the Declaration of Independence. This historic milestone offers an opportunity to reflect on the nation’s past, honor the contributions of all Americans, and look toward the future we aspire to create for generations to come. In recognition of this celebration, submitted artwork should reflect themes that speak to the American experience—its history, landscapes, diverse cultures, shared values, or community spirit. Artists are encouraged to interpret these ideas in a broad and inclusive way, expressing what “American” means through their own artistic lens while celebrating this significant national anniversary.

SELECTION PROCESS AND CRITERIA:

RCAPP will evaluate all proposals based on overall strength of the submitted digital image and adherence to the guidelines. The Committee will approve two final artist/artists teams, one for each side of the display stand. RCAPP members will recuse themselves from the voting process if their own art is being considered.

SITE DESCRIPTION:

Centennial Park is located on the north side of Evergreen Avenue between 7th and 9th Streets directly across from Redmond’s City Hall.  

OTHER CONSIDERATIONS

The jury is open to all types of painting styles, including abstract, realist/representational, and non-objective subject matter. No photography is accepted. Art must be original. Please consider the public family nature of the exhibition venue when making submissions.

DISPOSITION:

After approximately two years, a new 2-D RFP will be produced and the current installation will be deinstalled. At this time, artists will be offered several options for what they would like to do with their art. If the artist would like to arrange their disposition process prior to their art deinstallation, they should inform the Staff Liaison of their decision.

Once work is deinstalled, artists may choose to:

1.    Collect: - As an initial step, the artist will be contacted to determine whether they wish to have their artwork returned. Coordination of the return process will be managed by the Staff Liaison.

2.    Donate: - The artist may elect to donate their artwork to the City of Redmond and the Redmond Art in Public Places Commission (RCAPP). The City of Redmond reserves the right to accept or reject donations. If RCAPP elects to accept the donation, a Donation Acknowledgment Letter will be issued to the artist.

3.    Transfer: - Donated works may be transferred through auction, gallery resale, or direct bidding by individuals, in accordance with applicable City and County laws and policies governing surplus property. Proceeds from the sale of donated artwork will be directed to the Redmond Art in Public Places Fund to support future undesignated projects. An additional contract may be necessary for Transfer.

4.    Destruction: - An artwork may be removed from use and disposed of when it has deteriorated or sustained damage to the extent that repair is no longer feasible or cost‑effective. Environmentally responsible recycling or disposal methods will be pursued whenever possible.

Artists that fail to submit sufficiently high-quality digital images for enlargement will be disqualified (RCAPP will work with selected artists to help meet the requirements where possible). The City of Redmond will retain all rights to the final product and the right to use images of the work.

The City of Redmond reserves the right to accept or reject any or all proposals submitted pursuant to this RFP, to waive any informality or technicality in proposals received when in the best interest of the City, and to modify or cancel this RFP or project at any time for any reason preceding contract award. The City of Redmond will provide respondents written notice of any modification or cancellation. Additionally, the City of Redmond retains all rights to the final product and to use images of the work.

Application Requirements

ARTWORK:

Only original art shall be considered. Suggested DPI size is between 240dpi and 300dpi. Resolution must be of high enough quality to be enlarged to 5 feet by 5 feet. Images that are not of sufficient enlargement quality (as determined by the printer), will be rejected. The jury will not entertain entries that include a border, the artwork must fill the entire space of the enlarged print.

APPLICATION SUBMITTAL

Applicants must submit proposals using one of three methods:

1.    As an electronic copy in PDF format emailed to Cory Murray at cory.murray@redmondoregon.gov. The subject line should read, “City of Redmond Two-Sided Display”.

2.    As a hard copy via mail or in-person. The hard copy should be enclosed in an envelope labeled “City of Redmond Two-Sided Display”. The address for submission by mail or in-person is:

Selected Applicants will be notified if selected by email and/or phone.

Eligibility Criteria

  • Applicants may be individual artists or artist teams. One completed application per artist or artist team is required, and no individual artist may be involved in more than three applications.
  • Applicants may be current City of Redmond employees or RCAPP commissioners but must recuse themselves from the voting process.
  • The selected artist/s will be required to enter into a contract with the City of Redmond, Oregon.
  • Artists must be 18 years of age or older.
  • Artists must be Oregon residents.
