PROJECT OVERVIEW
Eligibility: This Request for Qualifications is open to Colorado artists/fabricators with experience in creating functional public artwork.

The City of Loveland seeks to commission an original work of public art that celebrates recreation, accessibility, and the joy of outdoor play at Cattail Creek Golf Course. This project presents an opportunity to create engaging and welcoming artistic public artwork that reflects Loveland’s vibrant community spirit and Colorado lifestyle. Artists are encouraged to consider themes of Family. Fun. Art. Colorado Sunshine. Whether visitors are new to golf or refining their swing, this course celebrates togetherness, recreation, and community.

The desired outcome is for an artist to create artwork that enhances the visitor experience, reflects the welcoming, family-friendly spirit of the course, and contributes creative interpretation to the site. Patrons should feel as if Cattail Creek Golf Course is approachable and engaging as all ages and all skill levels are welcome.

Centered around a 9-hole, Par 3 course, Cattail Creek Golf Course is a treasured community gem in central Loveland. Designed as an accessible entry point into the game of golf, Cattail Creek also offers:

•     A 9-hole Mini-Course designed for all ages and skill levels
•     A driving range
•     A Pro Shop offering golf apparel, equipment, snacks, and beverages

The Mini-Course utilizes S.N.A.G.® (Starting New At Golf) equipment and is designed as a learning facility for beginners while remaining engaging for experienced players. Oversized holes and specialized equipment make this course unlike any other in the country. On average, more than 43,700 rounds of golf cycle through the clubhouse annually.

Finalists for this project will be provided an opportunity to tour the golf course.  Several areas have been identified as key locations for public artwork; however, finalists will have the freedom to present designs for areas of their choice. Preferred locations are:

  • Clubhouse along the main entry
  • Area along the 29th Street parking lot
  • The main entry walkway and/or 29th Street
  • Selective sculptural placement(s) throughout the course

BUDGET
A maximum of $30,500 has been allocated for the project. This budget must cover all costs associated with the project, including but not limited to design, fabrication, materials, liability and automobile insurance, engineering costs, installation, travel, contingency, all incidental expenses.

Application Requirements

Application Process
This is a Request for Qualifications (RFQ). All applications must be submitted through CAFÉ at: www.callforentry.org. This opportunity is open to professional artists residing in Colorado with demonstrated experience designing and fabricating durable outdoor artwork. Artists residing in Larimer County are strongly encouraged to apply. Applications are only accepted through the CaFE website. Please plan to submit your application prior to the deadline as late applications will not be accepted. 

Please do not submit design proposals. Any proposals received will be removed from the jury review.  Applications must include:

  • A preliminary statement of approach outlining experience with projects of similar scope and scale
  • A professional résumé highlighting outdoor commissions and/or sculpture installation
  • Three professional references
  • A minimum of 5 and maximum of 10 images of completed public artworks fabricated and installed within the past five years. Do not submit images of past proposals that have not been executed. No more than 2 images per project.
  • From the pool of applicants, up to three finalists may be selected to develop and present site-specific design concepts.

Finalist Selection Criteria
Selected finalists will present their design concepts for this project and will be paid an honorarium of $750. Proposals should reflect the joyful, welcoming, and multigenerational spirit of Cattail Creek. Finalists will be invited to tour the site. While several key locations have been identified, artists may propose alternative placements they believe are appropriate.

The City wishes to commission artwork that: 

  • Reflects family and fun!
  • Presents a vibrant look/feel, draws attention to the golf course, and enhances the street view
  • Presents colorful, approachable artwork using non-stereotypical images for a golf course
  • Reflects golf and the Colorado outdoor lifestyle
  • Encourages outdoor play
  • Is suitable for general public viewing

Artwork Jury Process

AIPP staff will oversee operations and administer the decisions of the jury panel.

  • Artwork Selection Panel: Members of the City of Loveland Visual Arts Commission, Golf division representatives, and up to 4 Loveland residents will serve as jurors for the project.
  • Each finalist will present drawings and any additional information the artist feels appropriate for the jury panel’s review.
  • A detailed budget will be required of the finalists. The detailed budget must include all expenditures in connection with the execution of the project. Before submitting a proposal, artists must ensure the project can be executed as presented.

Selected finalists must possess these skills and knowledge base:

  • Demonstrated ability to execute projects of similar scope
  • Proven track record of completing projects on time and on budget
  • Understanding of scope of the project
  • Clear comprehension of project goals
  • Use of the appropriate scale to the site
  • Safe and durable materials appropriate for Colorado’s climate
  • Alignment with RFQ goals and community character
  • Build for wind resistance up to 120 mph
  • Aesthetic Quality
  • Ability to complete the project within an acceptable timeframe
  • Finalists may present existing works from their inventory provided no other work from that edition is installed within a 60-mile radius of the site.
  • Finalist will likely present their design concepts at the August 13, 2026 Visual Arts Commission meeting.

The primary criteria for selection:

  • Assigned Personnel: Do the person(s) working on the project have the necessary skills to execute the project? Has the artist/artist team completed on-time and on-budget for a project of similar scope? Are there sufficient people with the requisite skills assigned to the project?
  • Scope of Proposal: Does the proposal show an understanding of the project objective, appropriate scale, and desired results?
  • Materials: Are the materials safe and durable enough for the Colorado climate (including winds of up to 120/mph)?
  • Aesthetics: Does the artwork meet the aesthetic preferences as stated within the RFQ?
  • Availability: Can the work be completed within an acceptable timeframe?

This RFQ is open to artists/fabricators living or working in Colorado.
