Introduction
The Cultural Council of Greater Jacksonville (CCGJ) and its Art in Public Places Committee (APPC), on behalf of Preston H. Haskell, Jacksonville, Florida, is soliciting proposals for existing completed, permanent, contemporary outdoor sculptures, which will be privately funded and located on private property in the downtown Jacksonville Florida area.
 
The objective of this initiative is to place significant and impactful privately funded outdoor sculptures on private property visible from city streets throughout the downtown.  Locations will typically be plazas or open spaces at street level adjacent to principal high-rise buildings.  The result will be a downtown vibrant with exciting outdoor art, large in scale, colorful and contemporary in design.
 
Each work will be purchased and installed through a partnership between the building owner or its principal tenant (Sculpture Owner) and Preston H. Haskell (Donor).  This initiative contemplates approximately ten sculptures.
 
CCGJ and its APPC will provide art consulting services for this program in coordination with other ongoing downtown public art initiatives.

    Eligibility
  • This opportunity is open to participation by individuals 18 years of age or older residing in the United States.
     
    General Sculpture Specifications
  • Currently available for purchase and delivery.
  • Delivered purchase price up to $45,000.
  • In the range of 20’ to 30’ height.
  • Contemporary and colorful in nature.
  • Appropriate to its specific location.
  • Appropriate for a high traffic public environment.
  • Designed with consideration of the safety of the public.
  • Constructed of permanent, long lasting materials and virtually maintenance free.
  • Designed to be structurally secured to a concrete or masonry substrate.
  • Capable of withstanding adverse weather conditions including high winds, high temperatures, humidity, heavy rain, storms, etc.
  • Sculptures that involve electric power, water, electronics, or are based completely on light sources will not be considered.
     
    Artist’s Responsibilities
  • Artist must submit a firm lump sum price proposal for the Sculpture, travel, delivery to designated location in Jacksonville, Florida, unloading, insurance and any required taxes or permits.
  • Artist shall deliver the sculpture within no more than 45 days from the date of execution of the agreement between Sculpture Owner and Artist.
  • The Artist will be responsible for repairing any damage to the sculpture during loading, transit and unloading.
  • Any engineering design or calculations required for the structural integrity or anchorage of the Sculpture will be the responsibility of the Artist.
  • Artist will be responsible for any required maintenance of the Sculpture for one year after acceptance by Sculpture Owner.
  • All materials submitted by Artist to Cafe in response to the Request for Proposals shall become the property of CCGJ and the Artist grants to CCGJ a non-exclusive license to use Artist’s proposal in any manner CCGJ deems appropriate including, but not limited to, the reproduction, distribution, and display on the internet.
 
Sculpture Owner Responsibilities
  • Agreement, purchase of Sculpture and payments to the Artist will be by the Sculpture Owner.
  • Sculpture Owner will pay to the Artist, upon selection and execution of the agreement with the Artist, twenty-five percent of the Artist’s proposed total price.  The remaining seventy-five percent will be paid upon delivery of the Sculpture.
  • Sculpture Owner will prepare the site and install the Sculpture in accordance with the Artist’s anchorage recommendations.
  • Sculpture Owner will be responsible for appropriate lighting of the sculpture.
  • Sculpture Owner will provide and install a plaque or nameplate near the Sculpture.
     
    Proposals
  • Artist’s proposal package:
    • The artist may submit one sculpture proposal package.
    • The proposal package must include a firm lump sum price proposal of currently available sculptures for purchase and delivery.
  • Images:
    • The images must include a minimum of one and up to eight currently available sculptures for purchase and delivery, providing information including dimensions, material and weight.
  • Artist Resume:
    • The artist’s resume must be current and include a website address, if available.

  • There is no submission fee.
  • Submission constitutes agreement by Artist to the criteria and details outlined in this Request for Proposals, Existing Completed Outdoor Sculptures.

    Selection Process
  • Selection will be made jointly by the Sculpture Owner, Donor, CCGJ and APPC.  This team will be the sole decision maker in selecting the Sculpture, and may engage others as deemed appropriate in the selection process.
  • Sculpture selection will be based upon the criteria outlined in this Request for Proposals, Existing Completed Outdoor Sculpture.
  • The Selection team may reject any or all proposals, waive all informalities or negotiate with any proposer(s).
     
    Additional Locations
    Sculptures for additional private property locations in downtown Jacksonville may be selected from the proposals submitted in response to this Request for Proposals.
     
    Anticipated Schedule
  • October 29, 2015: Issue Request for Proposals, Existing Completed Outdoor Sculpture.
  • Extended to December 14, 2015 Proposals must be received by Café by 11:59 PM, Mountain Standard Time (MST).
  • January 5, 2016: Notification of acceptance/decline.
  • January 19, 2016: Artist/Sculpture Owner Agreement signed.
  • March 4, 2016: Delivery of Sculpture by Artist.
  • March 18, 2016: Sculpture installation complete.
  • April 1, 2016: Unveiling and dedication.
