nIn accordance with Municipal Code 7.40, the Municipality of Anchorage is announcing a call for qualified artists to create artwork for Airport Heights Elementary School in Anchorage, Alaska. 

nProject Information
nProject construction began in summer 2015 and will be completed by summer 2016.  The installation of artwork will likely take place in summer and early fall 2016.

nSite Description
nThe art selection jury intends to commission three art installations totaling $168,000 to be permanently installed at three locations at the renovated elementary school which is located at 1510 Alder Drive Anchorage, AK, 99508in Anchorage.  Locations are both interior and exterior. 

nLocation 1:
Interior Main Hallway Wall with Graphic Design for Exterior Entry Wall: $50,000
nThe Main Hallway extends from the front entry of the school to the back entry.  The total width of this wall is 120’ 2”.  This interior hallway is broken into three sections as noted in the site graphics provided.  The areas highlighted in blue refer to the usable art space.  This location also incorporates the exterior entry wall which will have a graphic transferred onto ceramic tile.  The width of this wall is 30’7”.  For this section, the selected artist will submit an image that will be transferred to the tile and fabricated by the manufacturer.  The jury is interested in a cohesive design that begins at the exterior entry and flows through the long hallway.  The jury would like to invite one artist to create artwork for the long hallway and the exterior tile wall.  The exterior design will be graphic, but the jury is interested in the exterior design being an extension of the interior wall treatment.  The jury is open to any type or medium of a wall intervention.  The jury discussed the option of including a section of the wall that would be used to showcase student artwork, rotating artwork, or incorporate changeable art.   This is not a requirement for the design.  The entire length of the wall is available for artwork.  The jury would like this artwork to reflect the overarching themes of “Honoring. Dreaming. Achieving,” while keeping in mind the other themes mentioned below.   The jury is interested in a design that is vibrant, colorful, welcoming, and that activates the space.   

nLocation 2:
nGlass Art Work for Interior (and possibly Exterior) Windows in Multipurpose Room: $40,000
nPlease see site graphics for details.  The jury has identified 2 and possibly 3 locations in the Multi Purpose room for integrated artwork.  The areas highlighted reflect a set of windows on each side of the platform.  These are interior windows that view into the Music Room and the Arts Activity Lab from the Multi Purpose Room.  The window art sites are highlighted in yellow in the provide site graphics.   Each set of these interior windows has 4 glass panes and each measure a total of 12’W x 5’H.  Additionally, at the rear of the platform is a 6 pane window (3 panes above, 3 panes below) measuring a total of 12’8”W x 10’0”H.  The jury welcomes submissions that include all three windows, if proposal remains within the given budget.  If the artist would like to include the rear platform windows, the view to the exterior of the school must not be obstructed.  The jury is very interested in the maintenance of a view shed from this window as well as the light shining through.  The view and light must not be obstructed by the art intervention.

nLocation 3:
nExterior Sculpture in back of building (incorporating trail): $60,000
nThe site for the sculpture has been identified as approximately 50’ from the Multi Purpose Room Exterior Windows.  Please refer to site graphics “Site Plan Rendering” for a visual reference on placement of the exterior sculpture.  As seen in this image, there is a path/track that runs from the playground to the school.  This is labeled as “Trail Artwork Site”. The full length of this track is available for an art intervention.  This track measure approximately 1/4 to 1/3 of a mile and is used by the students of the school, during Physical Education classes, and by the local community.  The jury is interested in submissions that incorporate the use of the trail in some way.  The jury wants at least 75% of the budget to be directed toward the sculpture and no more that 25% on the trail.   The themes for this area, in addition to the above stated general themes, are more specific themes of weather, nature, and time.  The sculpture must be engineered and pass all municipal permitting requirements.  Durability and safety are paramount with this exterior piece.  Please note the extreme and harsh climate of Alaska when considering creating artwork for this site.

nThemes
nAirport Heights Elementary School is located in the Airport Heights Neighborhood of Anchorage at 1510 Alder Drive Anchorage, AK, 99508. At Airport Heights Elementary, the school vision is centered on the concept of Dreaming Big. The school’s mission is to provide students with access to core academic skills, as well as the experiences necessary to develop an understanding of what education is about and how students can apply it to the goals they develop as they grow and learn. The school’s focus is to provide the communication, support, motivation, training, accountability and resources needed to service their vision and mission.  Airport Heights is very excited about the great things that will happen at school this year. In addition to continuing efforts to improve instruction and meet the academic needs of all students, the school is creating the Dream Big Academy.  Throughout the year, there will be scheduled weeks for Dream Big activities and events; teachers will work with students to determine interests and goals and then design instructional experiences that help students understand how their regular instruction in Reading, Writing, and Math will help them go to college, enter the career of their choice and/or become a strong contributing member of the community.

nThe themes discussed by the Airport Heights Jury focus around the tenants, “Honoring. Dreaming. Achieving.”  Themes also include the “Dream Big Academy”, artwork that celebrates diversity and culture, and can be interactive in some way.  For the exterior sculpture, the jury is also interested in themes addressing weather, nature, and time.

nRequirements
nThere are no restrictions on style or the design of the artwork, but the proposal must provide assurance the artwork will be durable and routine maintenance requirements must be minimal.  Also, surplus materials (2%) will be required for future maintenance needs, if appropriate.  The installation must be permanent and must be designed to last the life of the building.  This is an earthquake area and needs to meet standards in the IBC 2009 building code as amended by the Municipality of Anchorage.  All suspended pieces must be at least 18” lower than the sprinkler system by code.  Suspended items cannot impede the flow of water.   Sculptures taller than 6’ must be engineered and permitted through the MOA system set up for works of art. 

nBudget
nThe total budget for the artwork during this addition to the building is $168,000 which includes all costs of design, fabrication, installation, photographic documentation, catalog documentation and an identifying plaque.   Any permitting fees required for sculptures taller than 6’ must be paid by artist.  State laws related to public construction, including licensing, insurance, bonding, and payment of prevailing wage rates, may apply.

nSelection Criteria:
nArtists will be selected to develop proposals with the project team based on:n

  2. Artistic Merit as evidenced by representation of relevant past work in images. 
  3. n
  4. Appropriateness of the artist’s medium, style and previous experience in relation to the project goals and setting.
  5. n
  6. Experience with projects of a similar scale and scope including familiarity with the public art process, the public review approval process, and/or collaboration with high schools, and design agencies; and art selection juries. 
  7. n
  8. Artists must have good communication skills and be able to work with diverse community members.
  9. n
  10. Diversity of artists and media reflects the overall program goals to strive for diversity in style, scale, media and artists in new and traditional art forms. Artists with no prior public art experience will be seriously considered.  Artists with strong bodies of work, with little public art background are encouraged to apply and will be given equal consideration.

nArtists are required to submit the following items:
n1. Six digital images of past work should be loaded into CaFE (callforentry.org) following the guidelines on that site.
n2. Each image should be identified with title, materials, dimensions, and value.
n3. Current 1-2 page resume, including 3 professional references.
n4. Your artist statement should include a description of why you are interested or particularly qualified for this project.  It should also address any experience or work sample deficiencies in relation to your chosen medium.
n5.  Answers to required questions about location, medium, and commission level.

nPrincipal Michael Webb represents Airport Heights Elementary on the Art Selection Jury; Garrett Burtner is the design representative from McCool Carlson Green Architects; Lacie Stiewing is a local, professional artist; Megan Henry is an art teacher at Airport Heights Elementary; Barbara Carl serves on the Community Council and represents the community, Ed Leonetti represents the Municipality of Anchorage’s Urban Design Commission, Karen Bretz represents the Municipality of Anchorage, and Jennifer Noffke represents the Municipality of Anchorage.
