National and international artists are invited to submit qualifications for the Oregon Art in Public Places Roster. The Oregon Arts Commission and the Regional Arts & Culture Council manage the percent for art programs for the State of Oregon, Multnomah County, and City of Portland. The Roster is a resource for public art selection panels to identify artists most suitable for their community and specific project needs. Note: If you were selected for a previous OAC and/or RACC artist roster (including the RACC design team roster), you will need to reapply for consideration for the 2016-2019 artist roster.

HOW IT WORKS

Every State of Oregon, City of Portland and Multnomah County percent for art project brings together artists, community members, agency employees and project architects as members of an art selection panel. These groups determine the types and locations for artwork in public buildings and select artists for commissions.  Both RACC and OAC selection panels will have the option to use the Oregon Public Art Roster, either in combination with an open call or as the sole resource for identifying appropriate artists for a project. The Roster will provide a pool of highly qualified artists, and increases the efficiency of the selection process, saving artists both time and money spent in responding to multiple projects throughout the year.  Please note that inclusion in the roster does not guarantee a project.

DEADLINES

UPDATE: New deadline is Monday, July 25, 2016. Following the initial deadline of July 25th, applications will be accepted on an ongoing basis and reviewed at least once annually. If you wish to apply after this first deadline, please notify either the Oregon Arts Commission or the Regional Arts & Culture Council.  The Roster will be completely refreshed every three years (2019) at which time all artists must reapply. Currently artists may be re-selected an unlimited number of times. Artists not selected for the Roster may reapply one year from being notified.

ELIGIBILITY

Applicants must have successfully completed at least two permanent or temporary site-specific commissions in which the content, materials and/or placement of the piece of art was informed by input from the commissioning body.  Professional artists living and working the United States are eligible to apply.  Non-US residents must be able to show current ability to work in the United States prior to being

SELECTION PROCESS AND CRITERIA FOR OREGON PUBLIC ART ROSTER

Artist applications to this RFQ will be reviewed by a panel of arts professionals appointed by OAC and RACC.  This panel will review all submitted material and recommend which applicants to include in the 2016-2019 Artist Roster. All applicants will be notified of their status after this review process.

The review panel will score applicants based on the following criteria.

50%  Artistic and technical quality of submitted past work (including material handling, aesthetic appeal, and response to the site and/or architecture)

30%  Professional experience (including commissions, awards, collections and exhibitions)

20%  Value to the collections managed by OAC and RACC, which seek to represent a varied selection of high quality works.

OAC and RACC reserve the right to convey comments by the review panel to respective public art project selection panels when appropriate.

APPLICATION MATERIALS

1.   Artist Statement of Interest.  In 2500 or less characters and spaces, describe your public art practice. The panel is particularly interested in how you wish to advance your body of work through particular conceptual, aesthetic, or material directions.

2.   Optional Design Team Statement of Interest (for RACC projects only). In 1000 or less characters and spaces describe your design team and/or collaborative experience.  See below under “Additional Questions”.

3.   Two-Page Resume (uploaded as PDF) that outlines professional accomplishments.  As part of the resume include three professional references (name, affiliated organization, email address and phone number).  For team applications, include 2-page resumes for each member.

4. Exactly 10 Images* of Previous Work (uploaded as JPEGs) that illustrate projects within the context of a specific site. These images are the primary way for evaluating the quality of your work. Up to 3 moving image files may be submitted as part of the 10-image limit.

* If you do not have the required 10 images, go to www.callforentry.org/blankimage/blankimage.jpg. Save the blank image as a JPEG and add it to your image bank, to use as many times as needed in order to provide the required images for the application.

5. Image Identification List (uploaded as PDF) numbered in the order that the images appear on CaFE™ and that provides project title, location, date completed, media, dimensions, budget, commissioning agency, project partners, brief description of the project/conceptual information.
