In accordance with Municipal Code 7.40, the Municipality of Anchorage is announcing a call for qualified artists to create artwork for Gladys Woods Elementary School in Anchorage, Alaska. 

Project Information
Project construction began in Spring 2016 and will be completed Fall 2017. The installation of artwork will be coordinated with the project administrator and school.

 Site Description
The art selection jury intends to commission four art installations totaling $125,000 to be permanently installed at four different locations in the renovated Gladys Woods Elementary School which is located at 4001 Cranberry St, Anchorage, AK 99502.  All locations are interior.

Location 1:
Hub, Column Art, All Seasons: $42,000
The Hub area is the main hallway and the “root system” of the school.   This area is the center point of the three different seasons of the school; Spring, Fall, Winter and the jury would like this area to represent all seasons.  The main area for artwork identified in the Hub is the structural column in the center of the hallway.  The column is approx. 8” in diameter and 8’ in height.  At 8’ the column splits into a “Y” and extends to a 16’ ceiling.  The top portion of the “Y” is also 8” in diameter on each side.  The jury is also interested in seeing concepts that include an element surrounding the base of the column.  This could include a bench/seating element or another decorative element that would add an additional safety feature. Location 2:
Commons, Ellipses, Spring : $31,000
There are two commons areas in the school.  They represent the seasons Spring and Fall.   Each commons area includes two different architectural features called Ellipses with a seating component.  Location 2 is the “Spring Commons” and there are two ellipses which mirror each other in the commons. The areas available for art are the areas within the framed Ellipses.  Please see the plans for the available art locations.  Each commons area also has 3 circular clouds in the ceiling.  These clouds are also an available art location. The jury is most interested in seeing submissions that address the Ellipses, with the ceiling clouds as an additional option. This area is identical to area 3.  The primary different is in the theme of “Spring”.

Location 4:
Hallway, North Wall, Winter: $21,000
The Winter Hallway, North Wall measures up to approx. 92’ x 9’.  This hallway is toward the back of the school and the opposite side of the gym.  The entire surface of the wall is available for artwork, and is broken up by three classroom doors and handrails.  The jury is interested in any intervention on this wall; utilization of the entire space or segments.  The wall is Gypsum Wall Board on 7/8” furring over CMU.  Please see plans for dimensions and images. https://www.dropbox.com/sh/p4mikxa3zv0tsf3/AAAO7zBS8Wmlr3U-MpmYXxjMa?dl=0

Themes
Gladys Woods Elementary is located in Southwest Anchorage 4001 Cranberry St, Anchorage, AK 99502.   Gladys Wood Elementary provides a safe and positive learning environment for culturally diverse students and their families. Gladys Woods’ academic program is child-centered, with instruction focused on students’ individual needs at their developmental level, allowing every student to make a year’s (or more) progress, and to close the achievement gaps. As part of the schoolwide behavior program, individual student responsibility, respect and safety are the norm. Gladys Wood Elementary opens its doors to all, providing an inviting place for children to succeed.

The themes discussed by the Art Selection Jury focused on the natural and Alaskan environment with an emphasis on South Central Alaska.   Representing the four seasons is crucial to the design elements of this renovated school.  The architectural design of the renovation focused on Spring, Fall, and Winter and the jury would like to see this consistent approach in any proposed concepts.   The color palette for the seasons represented in the school are inspired by the three seasons; Fall, Winter, and Spring and can be found in the information packet located here: https://www.dropbox.com/sh/p4mikxa3zv0tsf3/AAAO7zBS8Wmlr3U-MpmYXxjMa?dl=0    

This call is only open to artists living and working in Alaska.  You must be an Alaskan resident and able to qualify for the Permanent Fund Dividend to apply. All artwork must be durable, require minimal maintenance, and pose no safety hazard or risk.  The jury discussed that artwork be welcoming and vibrant. 

Requirements
There are no restrictions on style or the design of the artwork, but the proposal must provide assurance the artwork will be durable and routine maintenance requirements must be minimal.  Also, surplus materials (2%) will be required for future maintenance needs, if appropriate.  The installation must be permanent and must be designed to last the life of the building.  This is an earthquake area and needs to meet standards in the IBC 2009 building code as amended by the Municipality of Anchorage.  All suspended pieces must be at least 18” lower than the sprinkler system by code.  Suspended items cannot impede the flow of water.   Sculptures taller than 6’ must be engineered and permitted through the MOA system set up for works of art. 

Budget
The total budget for the artwork during this renovation is $125,000 broken into four project locations: $42,000 Location 1, $31,000 Location 2 and $31,000 Location 3, and $21,000 Location 4.  This includes all costs of design, fabrication, installation, photographic documentation, catalog documentation and an identifying plaque.   Any permitting, or engineer fees required for sculptures taller than 6’ must be paid by artist. Any structural or engineer fees for approved structure modifications, must be paid by artist.   State laws related to public construction, including licensing, insurance, bonding, and payment of prevailing wage rates, may apply.

Selection Criteria:
Artists will be selected to develop proposals with the project team based on:

  1. Artistic Merit as evidenced by representation of relevant past work in images. 
  2. Appropriateness of the artist’s medium, style and previous experience in relation to the project goals and setting.
  3. Experience with projects of a similar scale and scope including familiarity with the public art process, the public review approval process, and/or collaboration with high schools, and design agencies; and art selection juries. 
  4. Artists must have good communication skills and be able to work with diverse community members.
  5. Diversity of artists and media reflects the overall program goals to strive for diversity in style, scale, media and artists in new and traditional art forms. Artists with no prior public art experience will be seriously considered.  Artists with strong bodies of work, with little public art background are encouraged to apply and will be given equal consideration.  

Artists are required to submit the following items:
1. Six digital images of past work should be loaded into CaFE (callforentry.org) following the guidelines on that site.
2. Each image should be identified with title, materials, dimensions, and value.
3. Current 1-2 page resume, including 3 professional references.
4. Your artist statement should include a description of why you are interested or particularly qualified for this project.  It should also address any experience or work sample deficiencies in relation to your chosen medium.
5.  Answers to required questions about location, medium, and commission level.

Principal Cindy Hemry represents Gladys Woods Elementary School on the Art Selection Jury; Nicholas Horn is the design representative from McCool Carlson Green Architects; David Pettibone is a local, professional artist; Kathy Easley is a Nurse in the Anchorage School District; Christopher Schutte and CJ Weed represent the Municipality of Anchorage; Melissa Morse represents the Urban Design Commission; and Rich Owens represent the community.  Enzina Marrari of the Curator of Public Art and Dana Menendez represents the Project manager with the Anchorage School District.
