Stephen P. Clark Government Center Lobby
111 NW 1st Street, Miami
The Stephen P. Clark Government Center (SPCGC), located in downtown Miami, Florida, was designed by architect Hugh Stubbins and completed in 1985. The building is named for the former Mayor of Miami-Dade County and Mayor of Miami, Stephen P. Clark (1924-1996). The SPCGC serves as the headquarters building of the Miami-Dade County government and provides a workplace for more than 3,000 County employees in approximately 30 County Departments. Most county offices, including the Office of the Mayor and the Board of County Commissioners, are located in the building. The Government Center Metro Station, located on the second floor of the lobby area, offers easy access to the Metrorail and Metromover Systems. The lobby area is open to the public during the week from seven o’clock in the morning until seven in the evening, except on holidays.
OPPORTUNITY FOR PUBLIC ART
The lobby area is often where citizens get their first impression of the County government. Miami-Dade Art in Public Places and GSA envision that an artist will design a new media installation for the lobby of the SPCGC that will transform the existing space into a visual treat and create an engaging experience for employees and visitors of the SPCGC. The artist-designed new media installation could showcase short films, interactive videos, conceptual works of art, etc. The media installation should resonate with a moving audience, communicate quickly and compel passers-by to stop and watch.
The selected artist will be responsible for the design and installation of new media technology such as LED screens, projectors, panels, monitors or other lighting components. It is suggested that the selected artists collaborate with an interior designer to configure the layout of the permanent installation of technology elements to appropriately accommodate the traffic patterns of the lobby. In addition, it is envisioned that the media panels/screens will offer a space and provide the software to accommodate a specially commissioned program of video installations and live performances by other artists.
Artists are encouraged to explore sustainable technology. The floorplan, which can be viewed at www.miamidade.gov/publicart/artist-calls.asp , delineates the area for which proposals will be developed. This is the “inner lobby” of the SPCGC that is within the current security area.
ESTIMATED BUDGET: $165,000
The artist is responsible for fully developing an artwork within the allocated $165,000 budget which must be inclusive of design, engineering, fabrication, installation, and any other cost associated with the implementation of the art project.

Professional artists with demonstrated experience in creating signature work that incorporates new media technologies and artists with demonstrated experience in creating sustainable, environmentally friendly works of art are all strongly encouraged to apply for this project. Miami-Dade employees, as well as selection panelists and panelists’ immediate family members, are excluded from participation in this public art project.
ABOUT MIAMI-DADE ART IN PUBLIC PLACES
Art in Public Places is a program of the Miami-Dade County Department of Cultural Affairs responsible for the commission and purchase of artworks by contemporary artists in all media. One of the first public art programs in the country, Miami-Dade Art in Public Places was established in 1973 with the passage of an ordinance allocating 1.5% of construction cost of new county buildings for the purchase or commission of artworks, educational programs and collection maintenance. The Art Trust Fund is administered by a County Commission-appointed citizens’ board, the Art in Public Places Trust, in consultation with its Professional Advisory Committee. ABOUT MIAMI-DADE GENERAL SERVICES ADMINISTRATION
The General Services Administration (GSA) is responsible for providing centralized support services to Miami-Dade County departments and agencies, including: real property lease negotiation, management, acquisition and disposal; management of 34 county-operated facilities; infill housing and joint development; acquisition and maintenance of nearly 9,000 pieces of light and heavy equipment, as well as fueling for county and municipal vehicles; graphics and printing/copying services; surplus property disposal; fixed asset management; interoffice and U.S. mail services; insurance coverage for employees, retirees, and County property; safety and loss prevention programs and administration of workers compensation and liability programs; operation of 5,000 public parking spaces in three garages and four surface lots; and design, construction, and repair of new facilities and major renovation of existing County buildings.
SELECTION PROCESS It is anticipated that a three-member group of arts professionals drawn from the Professional Advisory Committee (PAC) will identify a small number of finalists who will be paid a $1,000.00 honorarium to develop specific proposals prior to final selection. The primary criteria for finalist selection will be previous artistic accomplishment as demonstrated in images of previously completed artwork, public art experience, and/or initial approach to the project as demonstrated in the preliminary statement. If appropriate, the PAC reserves the right to recommend artists directly from initially submitted applications.
SELECTION PANEL Appointed by the Art in Public Places Trust, the PAC is a national panel composed of professionals in the field of art, public art, architecture, art education, art history, or architectural history. A three-member group will be drawn from the PAC to review all artists’ work responding to this request and recommend one or more artists for commission by the Trust.

Submission Process All materials will be submitted online, via CaFÉ™. There is NO application fee to apply or to use the CaFÉ™ online application system.
