REQUEST FOR ARTISTS OR ARTIST-TEAM QUALIFICATIONS
The Public Art Program of the City of Dallas Office of Cultural Affairs requests the submission of qualifications from artists or artist teams to design, fabricate and install a work of public art at the Pleasant Oaks Recreation Center (PORC), 8701 Greenmound Ave, Dallas, TX 75227.
Pleasant Oaks Recreation Center is located in the heart of Southeast Dallas in the Pleasant Grove community and is the only recreation center with an official indoor soccer gymnasium. It has multiple athletic fields, a tennis court, a newly renovated playground, large picnic area with shade trees, walking trail, and a large pool open during the summer.
The neighborhood surrounding the recreation center is diverse and home to the many families who visit and attend the activities offered. This area of Dallas is known for its beautiful examples of nature, numerous oaks trees and parks.
The first settlers in the Pleasant Grove arrived in the 1840s and the community was flourishing by the early 1900s. The first school was built in 1916 and by 1937 Pleasant Grove had its own school district.
In the 1940s the population grew to 3,500 and there were seven businesses, including a new bank.
In 1954 Pleasant Grove was annexed by Dallas and the Pleasant Grove school district merged with the Dallas Independent School District.
In 1962 the Greater Pleasant Grove Chamber of Commerce was formed to promote business in the area. This organization was later expanded to cover surrounding communities and became the Southeast Dallas Chamber of Commerce.
SCOPE OF PUBLIC ART PROJECT
The natural beauty of the environment surrounding Pleasant Oaks Recreation Center is the most noted feature identified by community members. There are lots of spectacular trees and the Recreation Center is widely used by community members.
· Artwork should reference and celebrate the area’s natural environment
· Artwork must be visible in the landscape
· Artwork must welcome visitors to the recreation center
· Artwork should reference the area’s history, it’s diversity and family life
· Artwork must require little maintenance for the expected lifespan of 20 years
· Be free of safety hazards.SELECTION PROCESS
The Artist Selection panel will review qualified submissions in March 2018. A short list of up to three artists or artist-teams will be identified and contracted to develop a site-specific concept design for artwork. Each artist selected will receive a stipend of $1,500 to cover the costs of producing a site-specific public art concept proposal for the site.The short-listed artists will prepare a concept design proposal comprised of drawings, digital renderings or, where applicable, a maquette, for a site-specific work at the designated location that will be responsive to the scope of the project.
The stipend must cover all costs of site visits, meetings with community members, site research, production of a site-specific public art concept, and shipping of the maquette (where applicable) and travel to make a presentation of the proposal to the selection panel.
ELIGIBILITY
All professional artists are eligible to apply, with the following exceptions:· Artists currently under contract with the City of Dallas Public Art Program,
· Employees of the City of Dallas and their spouses,
· Members of the Public Art Committee, or
· Any consultants under contract for any phase of the projects.
· Undergraduate students
Local artists are strongly encouraged to apply.
