 Public Art Project Description

The City of Tamarac is seeking Design Proposals for functional artistic bike racks that will accommodate 2 to 8 bicycles to be located throughout the city’s owned open space facilities.    This competition is open to artists and design professionals, with an eye for fun and functionality.

The sculpture bike racks should be playful, functional, big, visible and memorable. All artwork styles will be considered. The artwork should reflect the spirit of Tamarac and be impactful.  All final work installed shall become the property of the City, and the City will be responsible for maintaining, repairing and refurbishing them as needed.   

The application deadline is open to all professional artists nationwide with experience working with public agencies and professional engineers. 

Qualities of Artwork

This Request for Proposal is emphasizing the City of Tamarac’s desire to commission artwork that represents its changing community and depicts the city’s mission as ‘The City for Your Life’. Once known for its retirement community, Tamarac has now evolved into a City of families and youth. The artwork will help define the City.

The artwork should be durable and require minimal ongoing maintenance. South Florida has a sub-tropical climate and is hot and humid with an intense sun and seasonal heavy rain. Problems with rust and fading should be avoided. The sculpture bike racks should be designed and constructed in accordance with the Florida Building Code. The artwork must be self-supporting on an open landscape or hardscape.

Description of Location

The sculpture bike rack will be located throughout the city, in various city parks and facilities where high bike use is prevalent. Like many U.S. cities, Tamarac has taken steps to support bicycling as a popular recreation activity as well as an increasingly common mode of transportation. Bicycling provides an easy, convenient and inexpensive way to extend the reach of buses. This simple form of transportation is making Tamarac more livable, more human and better connected.        

Artwork Budget:

3 Tier Program
I.              $3,000 – accommodating 2-3 bikes

II.            $5,000 – accommodating 4-5 bikes

III.           $7,000 – accommodating 6-8 bikes

 (The winning artist will be awarded a contract based on the tier selected)

 The budget includes all cost, i.e. artist’s honorarium, research, design, materials, permitting as needed, fabrication, delivery, installation, photography, insurance, proposals, travel, sales taxes, labor, structural engineering, and transportation. 

SUBMISSION PROCEDURES

Artists may submit a maximum of 6 designs via CAFÉ. Designs may be hand-drawn or prepared using a computer software program.  Designs must be to scale and must include dimensions including thickness. 

GUIDELINES

 • Designs shall be new and original, designed solely for the purposes of this competition and for use in Tamarac.

• All designs must be non-abrasive to bike frames.

• Designs must be safe for pedestrians and cyclists – with no sharp edges or catch places.

• The bicycle should not have to be lifted more than 3 inches to access and be secured in the rack.

• The design must be compatible with commonly used U-locks.

• The design must allow for a bike to be secured by the frame and at least one wheel.

• The rack must support the bike at two points.

• Most sizes and shapes of bicycle frames and bike wheels should be able to use the rack (adult and child).

• All designs should be self-service and carry no operating costs.

• Designs should be sturdy enough for permanent installation and heavy use.

• The bike racks should be a surface mount design for installation.

• Color may be incorporated into the bike rack design via use of a powder coat surface finish or paint system specifified for exterior use.  

Bike Rack Guidelines and Specifications

Once Selected:

1}•    Transportation and off-truck loading of the artwork to the specific site in Tamarac;

2}•    Installation of the artwork;

3}•    Design development and modifications with drawings and/or models sufficient to secure the approval of the Public Art Committee and the City Commission.

4}•    Construction documents signed by a State of Florida Professional Engineer.

5}•    A minimum of one meeting with the Public Art Committee to discuss aspects of artwork: either via phone or in person.

6}•    Professional photos of the sculpture bike rack for publication and marketing.

Highlights from the following will be required in the contract:

            • Hold the City of Tamarac Harmless

            • Liability and other insurance for the artist and the installation company.

Artist Eligibility

The project is open to all professional visual artists or artist team in the United States.  Artists/artist teams should have experience implementing their ideas and work in the public realm with government agencies.  Artists are NOT eligible who are immediate family or business partners of members of the Public Art Committee or program staff, or whose art work already exist in the City’s public art inventory.

Public Art Project Description

The City of Tamarac, Florida is seeking to commission an artist or artist team to create murals to be located on three structures located at the City’s Sports Complex. The structures are two dug outs and the administrative office building.   The murals should be fun, playful, big, visible and memorable. All artwork styles will be considered. The artwork should reflect the spirit of Tamarac and be impactful. Three artists will be selected as semi-finalists to develop and present design proposals and receive a stipend of $750 upon completion of their proposwal. . Both two dimensional and three dimensional works will be considered. The winning artists will be awarded a $50,000 contract and will be responsible for the creation and installation of the final work.

The application deadline is Tuesday, May 1, 2018 and is open to all professional artists nationwide with experience working with public agencies and professional engineers.

Description of Location

The wall murals will be located at the Sport Complex baseball dugouts and administrative office building,   located at 9901 NW 77th St, Tamarac, Florida 33321. The artwork is to be mounted on the outside walls of the dugouts.  The wall area for each dugouts measures approximately 9 ft.  high x 55 ft. wide.  The width of the administrative office building is approximately 60 feet wide.  How much of the surface area to be treated will be left to the discretion of the artist.  (See attached layout).

Artist Requirements Once Selected:

Highlights from the following will be required in the contract (see attached draft contract in substantial form as required if selected) :

• Indemnify, and hold the City of Tamarac harmless from any and all claims and damages

• Liability and other insurance.

The City reserves the right to modify the draft contract provided with this RFP.

• Artist Selection: Tuesday, May 15, 2018

•    Notification: May 21, 2018

• City Commission Approval:  June 2018

Artwork Budget

Up to three finalists may be selected to be interviewed by the Public Art Committee via Skype. The finalists are not expected to complete a design at this stage but will be interviewed about past work, creative process and preliminary discussion of the site.

The total budget for the completed, delivered and installed murals is $50,000. The budget includes all cost, i.e. artist’s honorarium, research, design, materials, permitting as needed, fabrication, installation, photography, insurance, proposals, travel, sales taxes, concrete pads, labor, structural engineering, and transportation. 

Selection and Installation

The Tamarac Public Art Committee manages the application process and will review the proposals.  The committee includes arts professionals and community representatives, and City Staff.  The committee will review the submissions and select a minimum of 3 and a maximum of 5 artists. The Committee is only a recommending body and will make recommendations to the City Commission to award the final contracts based on its evaluation of the artwork proposal, experience of the artist and references. The City Commission reserves the right to withhold the commission award if it should not find a satisfactory artwork.

The artist and/or their installers shall be responsible for securing all required City, County and State permits. However, all permit fees will be reimbursed, except for the City’s Public Art Fund Fee, which is equal to 1% of construction cost that requires a building permit. Cost of any required permits will be reimbursed by City without markup (i.e. direct pass-through), for properly submitted invoices.

 All submitted complete applications will be reviewed.  Applications not meeting the submission guidelines will not be considered.

 Criteria for Selecting Proposals 

 All artists must meet the guidelines of the program.

1. Artistic merit of concept.

2. Style and Appropriateness: Artwork should demonstrate that it is compatible in relationship to the landscape and Tamarac Community.

3. Technical Considerations and Feasibility: Including the artist’s artistic history and experience in completing public art projects within the timeline and budget, as well as the sustainability of the project.

4. Safety and Maintenance: Artwork should be durable, meet the requirements of insurance policies and be resistant to theft and/or vandalism. Materials should require minimal periodic maintenance and be readily available if conservation or restoration is necessary.

5. Diversity: Reflects the overall project goal to strive for diversity in style, scale, media and artists working in traditional and contemporary art forms.

6.    Insurance: 

a.    Artist

i.    General Liability insurance naming the City as an additional insured,

ii.    Workers’ Compensation Insurance or a Florida Workers’ Compensation Exemption.   If the artist will not be coming on City Property, Workers’ Compensation is not required.

iii.    Automobile Liability proof of Insurance (personal automobile insurance proof is acceptable)

b.    Installation Company

i.    General Liability insurance naming the City as an additional insured,

ii.    Workers’ Compensation Insurance or a Florida Workers’ Compensation Exemption as required by Florida Statute. 

iii.    Automobile Liability Insurance.

c. Professional Engineer – Proof of Professional Liability Insurance.
