The City of Rochester is reconstructing Broadway Avenue from Civic Center Drive to 13th Street North. This project will start the transformation of the Broadway Avenue corridor into a significant multi-modal gateway to downtown Rochester and the Destination Medical Center (DMC) Development District. The design of the streetscape includes buffered one-way cycle tracks, expanded pedestrian walkways, and enhanced transit facilities. The intent is to create an environment that inspires all users of the corridor; pedestrians, cyclists, transit users, and automobiles.
Public Art Intent & Goal
The Design Team and the City of Rochester recognize the cultural, social, and economic value Public Art can bring to the community. The artwork for this project will be grouped in two areas of focus (Transit Components and Public Realm Components) that will be accessible to all members of the public. The goal of this public art RFQ is to select one respondent to provide artwork that:
Communicate Rochester’s history and diverse culture;
Creates iconic images, quotations, or elements that are reflective of the regional area;
Create opportunities for interaction between art and audience that enlivens shared public spaces with artwork that engages the rich diversity and creative place-making networks of the citizens of Rochester; and
Contributes to the local, regional, and national dialogue on Rochester public art.
Opportunities for Artwork Placement
This RFQ seeks artists qualified to design and create functional and sculptural elements
that will be installed as part of the larger street construction project scheduled for
2019-2020. The Broadway Project Public Art Advisory Team has identified two types of locations where public art could be installed. Respondents may propose their artwork in one or more of the areas suggested below.
Transit Area Components
We believe every great transit development needs to include public art in one form or another. Opportunities for the integration of art could include; ornamental railings, shelter glass murals, iconic sculptures, ground surface treatments, etc. There are 8 standard bus stops incorporated along the corridor, each of which includes the same standard elements to build from.
Public Realm Components:
The public realm area includes the space between the back of curb and the Right of Way line, approximately 21’ in width. This public realm space must serve as both a sidewalk and cycle track, while also providing buffers between its various uses and the roadway. In order to enrich select areas of the public realm, opportunities to showcase public art exist. Incorporating functional artwork elements is one possibility (e.g. – benches, bike racks, or other usable streetscape components). Final art locations and extents will be coordinated between the selected Respondent and Broadway Avenue Reconstruction Design Team.
Proposed artwork must be durable, low maintenance, permanent and suitable for exterior installation. Elements must use materials capable of withstanding permanent exposure to harsh climates, deicing salts, and withstand heavy public use. The surface finish may require anti-graffiti coatings to be included as part of the art work. The use of recycled materials or repurposed materials is encouraged.
Structural and Engineering Requirements
After the design contract is awarded, the selected artist/team will be responsible for producing shop drawings for the proposed installation, including methods of attaching/mounting.
Installed works must be stable, structurally sound, and meet all applicable state and federal building codes and regulations. Artists should anticipate that shop drawings approved by a MN licensed structural, civil, or electrical engineer as applicable, will be required for any project that exceeds three (3) feet in height, has unique or non-standard means of attachment, or has other unique structural elements that necessitate engineering, and account for such costs in their Cost Proposal.
Final installations must be safe for children and adults, and be ADA compliant.

Sample Scope of Work
Following selection of the artist, the scope of work for contracted artist(s) will generally include, but not be limited to, the following:
Provide a schematic design proposal for artwork to be incorporated into Broadway Avenue Reconstruction project based on established project goals;
Provide cost estimates for design, fabrication, and installation in order to determine feasibility of the project within the available budget;
Provide dimensioned drawings depicting unique detailing and including all necessary specifications as required for certification, inspection and approval prior to fabrication and installation, including structural engineering;
Participate in value engineering efforts required during the course of the design process to bring the project within budget;
Fabricate and install the artwork in accordance with the terms and conditions of the contract and the approved design development and construction documents
Selection of artwork(s) to be constructed by contracted artist or artist team will be based on the following criteria:
Artwork reflects the values and culture of the City of Rochester;
Artwork should be visually engaging. Elements shall create a visually interesting experience for visitors, inviting people to use and explore the streetscape and bus stops;
Artworks must be low maintenance and durable, able to withstand extreme weather conditions, provide interest regardless of season and encourage people to enjoy the space in winter;
Artwork is responsive to the site design, scale and function (including surrounding buildings), as well as the historical nature and geographic make-up of Rochester;
Artwork design must consider fire code and public safety requirements; and
Artistic process considers opportunities for community engagement or social interaction.
Additional soft cost budget considerations
The Respondent will work collaboratively with the Broadway Project Public Art Advisory Team, Broadway Avenue Reconstruction Design Team, Reconstruction General Contractor and Owner’s Representative to ensure the artwork is designed, fabricated and installed properly.
This is a call for submission of samples of previous work and qualifications only.
Respondents who are independent artist(s) or artist team(s) residing in the United States are eligible to apply with a preference given to Minnesota artists. Responders submitting qualifications for this RFQ must be at least 18 years of age, and have successfully managed and completed at least one exterior installation of a publicly-funded commission project with a budget equal to or greater than $50,000 (including schematic design through design development, construction documents, fabrication and installation)
A total estimated budget for art inclusion is $120,000. This budget shall cover all costs incurred by the artist relating to the fabrication, and installation, including but not limited to materials, fabrication, transportation of artwork, installation, etc. All soft costs associated with design services shall be discussed during the interview process and proposed by the artist during the artwork selection process. These soft costs are not included in the previously stated budget.
Applications must be submitted through CaFÉ™. The CaFÉ™ website can be found at www.callforentry.org.
Duplicate, incomplete or late submissions will not be considered. All costs incurred in responding to this RFQ will be borne by the respondent. Failure to provide any of the published requirements will result in disqualification. Respondents must submit all materials via the CaFÉ™ system. Submittals in any other method and/or format will not be considered.
Evaluation of respondent’s statement of interest and qualifications will be conducted by the Broadway Project Public Art Advisory Team, who will represent the public interest during the process of artist selection. The Broadway Project Public Art Advisory Team has six members. It includes representatives of the community, project design team, and City staff.
It is anticipated that the committee will select a shortlist of 3 respondents from the submitted responses to interview. After the interview process, one artist or artist team will be selected to enter into a contract to develop artwork for the proposed project. The artwork final design is subject to approval by the Broadway Project Public Art Advisory Team, Consultants, and Project Management Team for the Broadway Avenue Reconstruction.
Selection of artist or artist team will be based on the following criteria:
Quality of written materials;
Quality of work samples similarly situated in a streetscape and/or transit environment;
Experience collaborating with architects, design professionals, and community groups; and
Ability of artist(s) to complete exterior installations based on demonstrated previous project experience.
Responders are encouraged to propose additional tasks or activities if they will substantially improve the results of the project. These items should be separated from the required items in the proposal.
Qualifications/responses must be submitted through CaFÉ™ no later than 11:59 P.M. (MDT), Friday, August 24th, 2018. Duplicate, incomplete or late submissions will not be considered. All costs incurred in responding to this RFQ will be borne by the responder. Failure to provide any of the published requirements will result in disqualification. Responders must submit all materials via the CaFÉ™ system. Applications in any other format will not be considered.
After the submission deadline, the Broadway Project Public Art Advisory Team will open all application materials and review them for responsiveness. Responses that do not include the mandatory information outlined in this solicitation will be rejected without further consideration.
This RFQ does not obligate the award of any contract or completion of the project, and the solicitation can be removed/canceled if it is considered to be in the best interest of the project. The acting authority also reserves the right to waive minor informalities and, notwithstanding anything herein to the contrary, reject any and all proposals received in response to this RFQ.
The following is the anticipated timeline for the process to retain professional public art respondent(s) for this project. The Owner reserves the right to modify this schedule if deemed necessary:
