OPEN CALL TO SUBMIT QUALIFICATIONS

INTRODUCTION
The City of San Jose Office of Cultural Affairs, Redevelopment Agency and the Spartan Keyes Neighborhood Association are seeking an artist to create an art installation for Bestor Art Park located on Bestor between S. 5th and S. 6th Street. Up to four finalists will be selected to develop concept proposals and will be paid a fee of $500 (five hundred dollars) each. The budget for the actual project is up to $70,000 for design, fabrication and installation.


PROJECT BACKGROUND AND DESCRIPTION
The City of San Jose has been working with community members from the Spartan Keyes neighborhood to commission a permanently-sited art installation at Bestor Art Park, a site adjacent to San Jose State’s foundry in the heart of the neighborhood.The park includes a number of opportunities for the placement of art including three sculpture pads that were installed when the park was dedicated in 2004.The park includes a small scale art installation that is located in the pavement around the park that was created by San Jose State University art students when the park was built.

Community members and local stakeholders have identified the following goals for the art project:

 To help build a sense of place and unity by providing a visual focal point for the neighborhood;
 To amplify and celebrates key aspects of the neighborhood/community including its artistic character;
 To have a visually dramatic presence in the neighborhood.

The Spartan Keyes neighborhood is part of the City of San Jose’s Strong Neighborhood Initiative (SNI), a comprehensive program through which neighborhoods, in partnership with the City, take leadership in identifying, prioritizing and implementing a vision and goals for their neighborhood. This is done in part through development of and ongoing work on a Neighborhood Improvement Plan (NIP).

The NIP vision statement reflects themes that unify the disparate residential areas of Spartan Keyes into a safer, more livable, and truly unique neighborhood. Key elements in achieving this vision include preserving and enhancing the character of established residential areas, encouraging pedestrian circulation, enhancing the local business district, developing community-oriented open space, and promoting art. This public art project is a direct response to the neighborhood’s vision and priority goals.


NEIGHBORHOOD PROFILE
Spartan Keyes is located approximately one mile southeast of downtown San José. Spartan Keyes is a vibrant, diverse neighborhood; it is predominately Hispanic/Latino, and home to many artists; a significant segment of its population is under the age of 18 years.

The neighborhood is primarily residential with a mix of single-family homes, multi-unit residences, artists’ studios and live-work spaces, as well as numerous commercial and light industrial businesses. Less than half of the housing units are owner-occupied. Many of the homes were built during the early 1900’s; historic architecture throughout the neighborhood and old growth trees underscores its unique character. The American Can Company located at Martha Street between S. 3rd and S. 5th Streets was a central element during the area’s historic agriculture industry; now a mixed-use facility that includes light industrial as well as artist studios, it has been granted historic landmark status by the City.

Additionally, the Citadel Artist’s Studios are located in the Spartan Keyes Neighborhood.

Key facilities in the area include San José State University’s (SJSU) Spartan Stadium, several SJSU athletic fields, and the SJSU Foundry. The latter, along with Bestor Art Park and the relatively new Art Ark Common House Gallery underscore the artistic character of the neighborhood. Coyote Creek runs through the Story Road Landfill site in the northwest portion of the Spartan Keyes neighborhood.

Several streets in the Spartan Keyes neighborhood function as major cross-town routes; the neighborhood is also immediately adjacent to Highway 280. While these thoroughfares are very convenient, the community would like to offset the sense that their neighborhood is a passage way to other destinations.


PROJECT BUDGET
The project budget is $70,000, which includes all expenses related to the research, design, fabrication and installation of the artwork including, but not limited to: engineering, construction documentation, fabrication, transportation and installation of materials, transportation and accommodations for artist(s), insurance, and all other project related expenses. The total budget includes a required 10% contingency on the construction budget that is designated for unforeseen conditions. Any remaining contingency at the completion of the project will revert to the City.

City Business Tax
The Successful Proposer will be required to provide proof of payment of City Business Tax prior to contract award. Contact Finance/Treasury at (408) 277-5051 to determine costs.


PROJECT SCHEDULE & TIMELINE
This project is on a fast-track for completion. The selected artist is expected to be available throughout the project to complete the design stage and work in consultation with the fabricators. It is expected that the design be completed by March 11, 2011 with the selection panel meeting on March 14th and the selected artist will be available to present their proposal for the March 15, 2011 meeting of the Public Art Committee. Dates are subject to change.


ARTIST ELIGIBILITY
This call for proposals is open to artists who live and/or have a studio space in Santa Clara County. Submittal shall include a proof of residency or studio space relationship.

Artists must be eligible to work in the United States and have a valid U.S. Social Security or Tax Identification Number by the application deadline.

Artists currently under contract for an art project with the City of San José Public Art Program are not eligible to apply for this project unless their current project will be complete by January 2011, or the project is currently suspended with no proposed re-activation date. If submitting as a team, a professional artist with public art experience must be the lead team member.


CONTRACT
The City will contract with the artist/team in a single agreement using the standard agreement available for review online: http://bit.ly/9g7rAh. If you cannot access this agreement via the Internet, please request that a copy be mailed to you prior to the submittal deadline so you may review it in advance of your application. Appropriate adjustments will be made in Exhibit A to reflect the unique nature of this project. Final award shall be contingent upon selected artist/team accepting Terms and Conditions of the agreement in substantial conformity to the terms listed in the above referenced document. City reserves the right to accept an offer in full, or in part, or to reject all offers.


ARTIST SELECTION CRITERIA
 Aesthetic merit of past projects
 Appropriateness of work as it relates to demonstrated project goals and setting
 Experience, success and/or interest in creating artworks particularly in a public setting
 Demonstrated experience creating artwork in collaborative situations


ARTIST SELECTION
Artist will be selected by a Public Art Core Team (PACT) that includes stakeholders, client department representatives, and visual arts professionals. Artist selection will be a two-phase process.

Phase I – week of January 31, 2011 – Short-listing
City staff and the project PACT will evaluate artist qualifications. A selection panel will review the completed applications with the goal of short-listing up to four artists for proposal development.

The short-listed artists will be asked to develop a concept proposal and create a presentation of the artist’s past work, be able to discuss the artist’s conceptual approach to the concept proposal, and how the concept proposal relates to past artistic and work experience of the artist/team. Each artist or team finalist will be paid a fee of $500 (five hundred dollars).

To give context to the project, only the artists who are short-listed will be provided an orientation and tour of the site during the week of February 7, 2011.

The finalists will be asked to provide a list of 3 references who can speak to their professional qualifications.

Phase II –March 11 – 15, 2010 – Concept Proposal Review
The presentations and concept proposals will be due to the Public Art Program on Friday, March 11, 2011. On March 14, 2011 the short-listed artists will present their proposals to the PACT. Immediately following the presentations, a recommendation for the selected artist will be given to the Public Art Committee for review. The selected artist must be available to present their proposal to the Public Art Committee on Tuesday, March 15, 2011.

COLLABORATIVE PROCESS
The City of San Jose Art Public Art Program employs a rigorous stakeholder outreach and participation efforts in developing its projects. Prior to selecting an artist, stakeholders are consulted to define a broad vision to be achieved with the artwork. Artists are then selected by a Public Art Core Team (PACT) that includes visual arts professionals, project stakeholders and a representative of the landowner who may also have a further role in the development of a project.

The Public Art Committee of the City of San Jose Arts Commission is responsible for reviewing and approving artists’ proposals and design development. Members of the general public are invited to offer their comments in the context of those meetings.
