PROJECT OVERVIEW
The Town Park Sculpture Garden is a collaborative effort by the Crested Butte Creative District (Creative District), Town of Crested Butte (Town), Crested Butte Center for the Arts (Center), and Colorado Creative Industries (CCI). The Center, located right in the heart of the Creative District (a certified Colorado Creative District), is opening its new state-of-the-art community center in Town Park in the summer of 2019. The purpose of this project is to enhance the sense of place in the Creative District by creating new public art that provides an opportunity for creatives to showcase their work, encourages walkability throughout the Town, inspires community engagement with the arts, and helps anchor the new Center building in the heart of the Creative District. This project is a component of Crested Butte’s Arts in Public Places Policy.

 Project Information
The Creative District is requesting proposals from creative individuals for the installation of unique, outdoor three-dimensional art or sculptures for Crested Butte Town Park. There is the potential for one permanent sculpture and two temporary sculptures or installations. There is an opportunity for three sculptures to be featured on in-ground concrete pedestals adjacent to the Center for the Arts building along the walking path in Town Park. The Creative District will also welcome proposals for temporary public art that could be anchored in the ground without a pedestal (but could be easily moved if a utility issue arose). A site plan including installation locations and pedestal locations is shown in Appendix A. The Creative District is also welcoming of proposals that include installations that move beyond a single sculpture that might include (but are not limited to) interactive or multimedia work. All selected temporary proposals will be installed for the summer season from July 1, 2019 – October 15, 2019. The permanent sculpture will need to be installed prior to August 15, 2019. 

Project Requirements
1. The art piece must be installed on one of three concrete pedestals along the North walking path, or located in the general area (but not to impede any utility, irrigation, or landscape installations). While alternative locations may be proposed, it is highly encouraged to stay within the identified locations. All landscaping in the general vicinity will be new and vulnerable to potential damage. See Appendix A for a site plan with potential locations. Creative must provide necessary dimensions for the concrete base and installation requirements in their proposal.
2. Sculptures or installations should match the size and scale of the space and inspire a sense of place in Crested Butte.
3. All installations must be safe for public interaction, of appropriate scale for outdoor park display, able to withstand all weather elements (wind, rain, hail, snow, drastic temperature changes), able to withstand landscaping elements (sprinklers) and must not require extensive maintenance.
4. Creative is responsible for ensuring that the sculpture is made to be installed for public display, including identifying to the Creative District any and all special display, installation, and/or maintenance requirements.
5. Selected creative, or their representative, must be present for the installation and deinstallation of the piece. The Town will supply in-kind installation and de-installation support, but the selected creative is in charge of managing the installation and deinstallation.
6. If lighting is a component of the design, the installation must adhere to the Town’s strict lighting ordinance that doesn’t allow upward lighting, constant or direct lighting for art. There is not an option for electrical hook-up, any lighting components must be solar or battery powered.
7. Selected creative must finalize the proposed design, installation and maintenance plans with the Creative District, Town and Center staff prior to installation.
8. All sculptures and installations (both permanent and temporary) must adhere to the guidelines in Crested Butte’s Arts in Public Places Policy. 

Budget
Permanent Sculpture or Installation

The budget for the permanent sculpture is not to exceed $10,000, including installation and maintenance, but not including the infrastructure costs for the pedestal. Per the Arts in Public Places Policy, the maintenance budget should be a minimum of 20% of the total budget. 

Temporary Sculptures or Installations
Selected creatives will receive a $1,500 honorarium. Selected creatives are allowed to list their sculptures or installations as for-sale (but the installation must remain in place until October 15th). If the sculpture or installation sells within three months of the display period (by January 15, 2020), the Creative District will retain a 25% commission, which will be utilized for future temporary public art opportunities. The Creative District will provide a plaque to be placed near the installation, listing the cost and a link to the Creative District website which will contain more information about how to purchase the piece.

*Finalists for the permanent sculpture or installation will be required to present their proposal to the Creative District at a public meeting, in which the Creative District Commission will make their selection recommendation, which will be approved by the Town Council on June 3, 2019.

Proposal Requirements
Interested creatives should submit a proposal with the following information:
1. A completed proposal cover sheet in Appendix B.
2. Design sketch or high-resolution photos and description of proposed piece. Include information on the design concept and what it will communicate to the public.
3. Materials list and budget. For permanent installation proposals, include a detailed budget (not to exceed $10,000) including all materials, labor, installation, and maintenance. 

For temporary sculptures, list what the for-sale price would be.
4. Expected project dimensions, needed pedestal base dimensions and weight. Explain what necessary dimensions and anchoring you would need for a concrete pedestal, or if it can be mounted safely without a pedestal.
5. Written Installation/De-Installation and Maintenance Plan. Please include an estimated budget for annual maintenance. Include any possible support needs.
6. Written explanation of how the installation is safe for public interaction and can withstand an outdoor climate. Please keep these safety aspects in mind: are there sharp edges or other risks associated with touching the piece? Is it climbable (intentionally or not)? If so, is it a safe fall height? Will a fence or chain/rope barrier need to be placed around the piece?
7. Description of applicant’s qualifications Resume, portfolio, website or written description.
8. Descriptions and photos of past three-dimensional work. If past work includes outdoor and/or interactive art, please include.
9. If the piece has not already been fabricated, describe your proposed project workflow, including proposed project completion date. Describe your proposed work process for this project – including a timeline with dates for design and creation.

Selection
Proposals for temporary installations will be evaluated by the Creative District public art committee with a final decision made by the Creative District Commission on June 5, 2019 (date subject to change). Finalists for the permanent installation will be required to present their proposal to the Creative District Commission at a public meeting on May 28, 2019 at 5:30 p.m. in which the Commission will make their recommendation for selection, which will then be approved by the Town Council. All selected applicants will be required to enter into a contract with the Town of Crested Butte specifying the project terms. Proposals will be evaluated on the following criteria: 1. Project feasibility: Does the project have a high likelihood of being completed as proposed? Does the project meet all technical requirements? 2. Safety: Is the project safe for public interaction?

3. Aesthetic merit: Will the project fit the location and space? Does the project relate to the surroundings in downtown Crested Butte? Does the applicant display a high-quality of artistic skill? Are they experienced and well-prepared to create a truly exceptional artwork? 4. Installation & Maintenance: Will installation/de-installation be feasible? Does the project require significant ongoing maintenance? Will the project remain in good condition through the outdoor elements? 5. Budget: Is the budget within the parameters of the RFP?

BACKGROUND INFORMATION
About the Arts in Public Places Policy (AIPP) In 2017, the Creative District Commission developed the Arts in Public Places Policy (AIPP), which was then passed by the Town Council. The AIPP guides the selection, display, maintenance, and donation of public art. The location of the Center for the Arts was included in the policy as a location for public art, specifically for temporary installations and interactive art. This Town Park Public Art project will follow the guidelines of the AIPP for the selection, installation, and maintenance of these public art installations.

About the Crested Butte Creative District The Town of Crested Butte was officially a Colorado Creative District by the State of Colorado in July 2016. The Crested Butte Creative District nurtures a vibrant creative culture in downtown Crested Butte through support for local creatives, increased collaboration between creative organizations, and enhanced visibility of creative endeavors throughout the Creative District.
