CALL FOR SUBMISSIONS
The Glendale Arts and Culture Commission is seeking artists who demonstrate experience in the design and production of public art to submit a proposal for temporary public art to be displayed at the Día de los Muertos Celebration on Saturday, November 2, 2019 in Glendale, CA.

The Día de los Muertos Celebration is a FREE and all-ages celebration which takes place on the Artsakh Paseo (between Broadway St. and Wilson Ave.) in Downtown Glendale, CA. This Mexican Cultural Celebration focuses on celebrating our loved ones who have passed. It will feature free workshops, live performances, a community alter (ofrenda), and entertaining activities for kids. Now in its second year, Día de los Muertos attracts a diverse audience that engages attendees in cultural understanding and communal celebration.

The purpose of the artwork
The purpose of the culturally-sensitive temporary artwork is to celebrate and honor our loved ones who have passed. The artwork must acknowledge the purpose of Día de los Muertos, and all proposals will be reviewed through the lens of diversity, equity and inclusion. The artwork must be accessible and suitable for all ages.

Artwork in all mediums will be thoughtfully considered. Applicants may also propose a pre-existing artwork if considered appropriate and meeting the criteria above. The artwork must be able to accommodate display both outdoors (and potentially indoors) for a minimum of one week.  The artwork should also consider engagement during daylight and night time hours, as well as ease of movement (i.e. potential relocation).

On the ground artwork is acceptable, though there may be opportunity to place artwork above the crowd via wires or atop city-owned structures.

• The City of Glendale is not responsible for: Lost, late, incomplete, illegible, unintelligible, damaged, or misdirected applications, videos, or sound files;
• Applications, videos, or sound files not received for any reason; or
• Server unavailability; or computer or other electronic malfunction.

Artist Stipend
The Arts and Culture Commission will fund $5,000.00 inclusive of all artist’s fees, materials, assembly, transportation, installation, breakdown and relocation of the temporary public artwork to be displayed at the Día de los Muertos Celebration. There is a possibility of a week-long, temporary display of this same artwork prior to the Día de los Muertos Celebration during the week of October 28 – November 1, 2019 depending on the specifications of the artwork. 

Eligibility
This project is open to all local and regional artists. The Commission encourages applications from both new and established artists. Glendale applicants may be given preference if all else is equal. Artists may apply as an individual artist or as a group. For group submissions, a signed Release of Liability and Indemnity Agreement for each participating artist must be completed upon acceptance.

Selection Process & Criteria
The selected artwork must be approved by the Glendale Arts and Culture Commission, and the Glendale Library, Arts & Culture Department, and permitted by the City of Glendale. Once the artwork is selected, the committee will send a notification by email.

Artists retain all rights to their work. The design must be artist’s own original work and artist recognition (e.g. Social media and/or website handles) should only consist of less than 1% of the artwork.

Ineligible Entries
A Proposal will be ineligible, for any one or more of the following reasons, if the temporary public art piece:

- Contains:

• A copyrighted or trademarked image or logo;
• A brand or business name;​

• Incite or produce an imminent lawless act;
• Disrupt the orderly operation of the facility exhibiting the art;

- Is integral to criminal conduct or violates the law; or
- May reasonably be construed as:

• False or fraudulent;
• Obscene matter, as defined in California Penal Code Section 311 or any successor legislation;
• Harmful matter for minors as defined in California Penal Code Section 313 or any successor legislation; or
• Child pornography, as defined in 18 U.S.C. Section 2256, or California Penal Code Section 311.1(a) or 311.2(b), or any successor legislation.

Important: Artwork not adhering to these guidelines will not be considered.
 

Insurance & Indemnification
Selected artists are required to comply with the City’s insurance and liability requirements. Also, selected artists must sign a Release of Liability and Indemnity Agreement.

Attribution
When the City uses the artist’s images or the artwork for promoting arts programming, the City will endeavor to identify the artist and give credit to the artist, whenever possible, but the City will not be liable to the artist for an error in or omission of the artist’s identification or the artist’s credit for the artwork.

Timeline
Application Opens: Tuesday, August 27, 2019
Application Closes: Friday, September 13, 2019 at 10:00PM
Notification: Wednesday, September 25, 2019
Installation: Saturday, November 2, 2019 **

**There is also a possibility that the artwork may be displayed the week prior to Dia de los Muertos during October 28-November 1, 2019.

Please keep in mind that this is a preliminary form. Submission of this proposal form does not guarantee inclusion in the Día de los Muertos Celebration. Please note, due to a high volume of applications, we cannot offer feedback on individual proposals. If your proposal is accepted, we will schedule time to discuss the next steps which will include curatorial, technical, and financial elements.

The City of Glendale will contribute to the project by covering the overall costs of electricity, insurance, security at the celebration, lighting, general celebration crew and promotion.
