Open Arts & Music Festival: Request for Proposal – Temporary Public Art
The Glendale Arts and Culture Commission in partnership with Glendale Arts is seeking artists who demonstrate experience in the design and production of public art to submit a Proposal for Temporary Public Art to be displayed for one day at the Open Arts & Music Festival (OAM) on Saturday, September 14, 2019 in Glendale, CA. Artist will receive a stipend of $5,000 which will include artist fee, materials, transportation, installation and breakdown of the temporary public artwork to be displayed at the OAM. There is a possibility of a week-long, temporary display of this same piece during September 15-21, 2019 in conjunction with Glendale Tech Week.

 

About OAM
The Open Arts & Music Festival (OAM) is a FREE and all-ages festival which takes place on the city block in front of the historic Alex Theatre in Downtown Glendale, CA. Working with Spaceland Presents to select an impressive lineup of emerging Los Angeles and Glendale-based talent, the festival also boasts a craft beer garden, an immersive arts market with free workshops, captivating public art installations, and entertaining activities for kids. Now in its 4th year, OAM attracts a diverse audience of more than 10,000 people to celebrate, explore, and be inspired. The festival celebrates the arts, openness, diversity, and inclusion.

 

The purpose of the artwork
The purpose of the temporary artwork is to encourage connection and discourse in the community through art during OAM. The artwork should invite or even dare passersby to join in on a fun activity and transform the urban environment into a public playground. The piece must be accessible and suitable for all ages, and use elements of interactivity and play to reflect the community in which we live. Since there is a possibility that the installation could be moved and displayed the following week at Glendale Tech Week, the artwork could highlight the partnership between technology and the arts, but this is not mandatory.


Artwork in all mediums will be thoughtfully considered. Applicants may also propose a pre-existing artwork if considered appropriate and meeting the criteria above. The artwork must be able to accommodate display both outdoors (and potentially indoors) for a minimum of one week.  The artwork should also consider engagement during daylight and night time hours, as well as ease of movement (i.e. potential relocation).
 

The selected artworks must be approved by the Glendale Arts and Culture Commission, Glendale Arts, and the Glendale Library, Arts & Culture Department, and permitted by the City of Glendale. Artists retain all rights to their work. The design must be artist’s own original work and artist recognition (e.g. Social media and/or website handles) should only consist of less than 1% of the artwork.

Please keep in mind that this is a preliminary form. Submission of this proposal form does not guarantee inclusion in OAM. Please note, due to a high volume of applications, we cannot offer feedback on individual proposals. If your proposal is accepted, we will schedule time to discuss the next steps which will include curatorial, technical, and financial elements.

 

Financial Considerations
Selected artist will receive a stipend of $5,000. This budget includes the following:

1.       Artist Fee

2.       Materials

3.       Transportation (to and from OAM designated temporary art location)

4.       Installation & Breakdown

With this $5,000 stipend, artist is expected to cover all production costs for the installation of their exhibit at the OAM on Saturday, September 14, 2019. Applicant should submit a draft production budget with proposal, which includes the cost of materials, transport, installation, and break down.


Applicant should also provide a supplementary budget breakdown for transportation of the artwork to an alternate location (within a one-mile radius of the initial site) during the week of September 15 -21, 2019. Please provide a detailed description of each budget line item that should be considered in the event that the artwork is displayed at an alternate location. Please note that this would be a supplementary budget which would account for transportation of the art work and display of the artwork. This amount would not be inclusive of the $5,000 stipend.


OAM will contribute to the project by covering the overall costs of electricity, insurance, security at the festival, lighting, general festival crew, promotion, and much more.

·         The City of Glendale is not responsible for: Lost, late, incomplete, illegible, unintelligible, damaged, or misdirected applications, videos, or sound files;

·         Applications, videos, or sound files not received for any reason; or

·         Server unavailability; or computer or other electronic malfunction.
