Project Description

The City of Altamonte Springs seeks a professional artist or artist team producing work in three-dimensional media to create permanent site-specific crane artwork for Cranes Roost Park that will reflect the unique character and spirit of the community. The budget for the project is $169,800.

The deadline for submissions is 5 p.m. Monday, November 11, 2019. Applications, résumés, images and other materials must be submitted by midnight MST through the CaFÉ online service.

Budget

The budget for the project is $169,800 which covers artists’ fees, travel, insurance, documentation and any installation-related expenses including permitting, infrastructure, lighting and fabrication of the art installation.

Background

Altamonte Springs is a city born of innovation, fiscal responsibility and progressive ideas. The City is completely debt free and maintains one of the lowest tax rates in Florida. The City is conveniently located near major avenues of transportation including Interstate 4, State Road 436 and SunRail. Altamonte Springs is also in close proximity to the Orlando International Airport as well as the Orlando Sanford International Airport providing a diverse array of travel options.

Site

The City of Altamonte Springs has been committed to providing outstanding facilities and leisure activities for people of all ages and abilities. Parks and recreation facilities are a natural gathering place for the community. Through strong partnerships between the City, private organizations, volunteers and community groups, Altamonte Springs is able to provide recreational programming for the community and improve the quality of life for our residents.

Conveniently located one block from I-4, Cranes Roost Park is one of Central Florida’s premier outdoor venues. The park is at the heart of Uptown Altamonte surrounding Cranes Roost Lake. The lake is encircled by one mile of continuous walkway with benches and covered seating areas. Within the 45-acre park is a European-style plaza including a choreographed fountain show, a 62-foot picturesque tower and amphitheater which features stadium-style seating and a one-of-a-kind floating stage.

The culture of Cranes Roost Park is a unique blend of leisure and active recreation. The south side of the park features the Plaza, fountain show, amphitheater and floating stage which is where the event activity of festivals and concerts is always buzzing. The north side features more green space, stretching lawns and large oak trees with hanging moss for days of complete relaxation.

The City is open to artist recommendations regarding the placement of the installation. The City will make the final decision.

Artwork Selection Criteria

The City will select artwork on the basis of qualifications and quality as demonstrated by past work, appropriateness of the proposal and probability of successful completion. Selection is based on the criteria listed below:

·  Quality/Originality: demonstrated capabilities of the artist(s) and the merit of the proposed artwork

·  Suitability: appropriate in scale, material, form and content for community and physical environment

·  Durability: demonstrated structural and surface integrity, reasonable and sustainable maintenance costs and requirements, withstand an outdoor environment and resistance to theft and vandalism. Artworks must be structurally sound and able to withstand an outdoor environment in a largely unsupervised area that is not protected from weather or curious viewers. Florida has a subtropical climate that is hot and humid with intense sun, seasonal heavy rains and hurricane-force winds. Avoiding potential problems such as deteriorating rust and fading should be considered.

·  Safety/Public Liability: the artwork should not present issues in the areas of safety and public liability. The artwork will be reviewed by appropriate departments or offices (such as Risk Management, Parks Maintenance, Police, Transportation and Planning, etc.) to ensure that the proposed artwork does not present safety hazards

·  Maintenance: the artwork should be permanent and durable with little maintenance needed in the location at which it will be sited.

·  Theme: the artwork should incorporate a crane, Altamonte Springs’ symbolic figure

·  Preference: the artwork will utilize technology and innovative concepts to contribute to Altamonte Springs’ Smart City mission and goals

Eligibility

This opportunity is open to a professional artist or artist team working in three-dimensional media. The City will give preference to local artists. The City will also give preference to artists who utilize technology and innovative concepts to develop the artwork.

Selection Process

The City’s Development Review Committee of staff in a variety of disciplines will review artist qualifications and image portfolio of past work. Following the selection of short listed artists or artist teams, the City will pay a stipend of $2,000 to develop a scope of work, proposed outcome(s), project calendar and budget. During this planning phase, there are opportunities to learn more about the City of Altamonte Springs and Cranes Roost Park.

Application Requirements

·  Experience with public art projects with a similar budget is desired

·  Professional résumé (teams must submit résumés for each member)

·  Letter of interest, outlining interest in the project and a preliminary statement of approach

·  A minimum of three professional references of completed public art

·   An image portfolio showcasing completed artwork to include a minimum of three images and a maximum of 10. All images must be in JPEG format and each image filename must be set up as follows: artist’s last name, first initial, underscore and number corresponding to the number on the image list (e.g., SmithP_01.jpg)

Timeline

·  Oct. 11, 2019 – Released call for artist on callforentry.org (CAFÉ)

·  Nov. 11, 2019 – Artist submission deadline on CAFÉ

·  Nov. 18, 2019 – Finalists notified

·   Dec. 9, 2019 – Artist site visit for finalists

·   Feb. 14, 2020 – Formal proposals consisting of narrative text and images due for submission

·   Feb. 21, 2020 – Artists will present their proposals

·   May. 1, 2020 – Selection approved by I-4 Art Endowment Committee

·   Dec. 1, 2020 – Art installation finalized
