BLACK HISTORY MONTH - CALL FOR ARTISTS

1. OVERVIEW
Under this Call for Artists (“CFA”), the Library, Arts & Culture Department (“Library”) of the City of Glendale (“City”)— on behalf of the City’s Arts & Culture Commission (“ACC”)— is accepting proposals from qualified candidates who would like to submit proposals for Black History Month – Call for Artists. 
 

 2. ELIGIBILITY
Artists of all artistic genres, art organizations, or schools within the Southern California region may submit proposals.
 

3. PROJECT DESCRIPTION
The Library and the ACC are committed to developing programming that would build upon the momentum of the Black Lives Matter movement by amplifying cultural voices through a lens of Diversity, Equity and Inclusion (DEI). The immense impact of the recent Black Lives Matter protests and rallies have shed light on the systemic racism towards Black people which has affected the United States for hundreds of years. The ACC will open a series of Calls for Artists focused on amplifying cultural voices. This inaugural Black History Month - Call for Artists focuses on magnifying Black artists and the Black experience.

The proposed artwork may be visual, musical, performance-based, social, experiential, environmental, sensory, streetscape/mural art — all delivery methods will be considered.  The artwork may be a one-time event or a temporary installation, or it may be a series of events or installations.

Individual project budgets up to $10,000 per project will be considered, with the expectation that higher cost projects could be longer lasting, larger in scope and/or have a further reaching impact.  A total allocation of $20,000 has been budgeted for the entire Black History Month – Call for Artists.
 

4. HOW TO APPLY
Interested artists must complete the application online which can be found at the ACC website: www.glendaleartsandculture.org. Hard copy applications will not be accepted. The application includes the following information which will need to be completed:

 A. Proposal

  • A detailed description of the proposed artwork/art experience or performance, including: 
    • Title of the work.
    • Medium (i.e., sculpture, painting).  
    • Delivery method (i.e., live performance, live-stream, virtual via website)
    • Concept description.
    • Length of temporary installation (i.e., one-time installation or performance, or a series of installations or performances).
    • Dimensions.
    • Weight
    • Materials used (i.e., metal, paint, clay, textiles).
    • Maintenance requirements (i.e., security, vandalism).
    • Technical Requirements (i.e., sound amplification, Wi-Fi, electricity)  
    • Space requirements (i.e., electricity, vertical clearance).
    • Proposed start and end dates.
    • Statement of value for the artwork(s).
    • Location preference (Please be as specific as possible: i.e., park, sidewalk, blank wall, median strip).
  • If a streetscape or mural art is proposed, the Proposer must comply with the following requirements before funding can be awarded:
    • Provide the streetscape area or wall space that is located entirely on privately-owned property (not City-owned property).
    • If the Proposer is not the owner of the building, property, or area for the artwork’s display, the Proposer must include a letter from the owner granting permission to the Proposer to place the streetscape or mural on the owner’s property.  The letter must be on the owner’s stationary, include the owner’s contact information, and list the Los Angeles County Assessor’s property ID number.
    • Secure a sign permit (Glendale Municipal Code Section 30.33.020; 30.33.230).
    • Secure design review approval (Glendale Municipal Code Section 30.47.020(F); 30.47.030; 30.47.040(G).
    • Murals shall not contain any letters, numbers, or symbols that constitute any form of advertisement or commercial message (Glendale Municipal Code Section 30.47.040).
  •  If performance art is proposed, the Proposer must comply with the following requirements before funding can be awarded:
    • Identify the proposed performance location or area (privately-owned property or City-owned property).
    • For a performance on private property, if the Proposer is not the owner of the location or area, the Proposer must include a letter from the owner granting permission to the Proposer to use the location or area on the owner’s property.  The letter must be on the owner’s stationary, include the owner’s contact information, and list the Los Angeles County Assessor’s property ID number.
    • If sound-amplifying equipment is used, file a registration statement and secure amplified sound approval (Glendale Municipal Code Section 8.36.240; 8.36.250).
B.    Artist Statement.
C.   Resume or biography outlining the artist’s experience (including education).
D.   Digital images or sketches of the proposed project (title, size, medium) in JPEG format.
E.   Digital images of past artworks and/or installations.
F.    Project Budget (up to $10,000). Applicant must include a detailed list of anticipated costs for the Project such as materials, labor, permit fees, design review approval fees, etc.
G.   Authorization:  If an individual is proposing to exhibit multiple works by various artists, written authorization by individual artists or rights of ownership should be submitted, if applicable.



5. ACCEPTABLE MEDIA OR DELIVERY METHOD
Art, artwork, art experience or performance of any feasible media/method will be considered. 
 

6. INELIGIBLE ARTWORK
Artwork is ineligible, for any one or more of the following reasons, if the artwork:

  • Contains:
    • A copyrighted or trademarked image or logo;
    • A brand or business name;
    • A website or social media link;
    • Address or phone number(s)
  • Is plagiarized, stolen, or copied from another source;
  • Defames or invades the rights of any person, living or dead;
  • Is likely to:
    • Incite or produce an imminent lawless act;
    • Disrupt the orderly operation of the facility exhibiting the art;
  • Is integral to criminal conduct or violates the law; or
  •  May reasonably be construed as:
    • False or fraudulent;
    • Obscene matter, as defined in California Penal Code Section 311 or any successor legislation;
    • Harmful matter for minors as defined in California Penal Code Section 313 or any successor legislation; or
    • Child pornography, as defined in California Penal Code Section 311.1(a) or 311.2(b), or any successor legislation.

7. SELECTION PROCESS

Submissions will be reviewed by a selection committee consisting of Arts & Culture Commissioners and City of Glendale representatives.
 

8.  SELECTION CRITERIA
Library staff, in consultation with the ACC, will review proposals and make selections based on the following criteria: 

Alignment with Black History Month Theme (35%)
The artist’s originality, creativity, skill and/or craftsmanship; artist statement; and career experience will be considered.

Proposal Fit (25%)
The proposal’s fit to the medium (within a digital, virtual, or performance artwork), durability of the artwork, scale, size and weight, and accessibility for public viewing and installation will be considered. 

Audience (25%)
The artwork’s or performance’s versatility; sensitivity to social, environmental, historical, and/or relevant contexts; and suitability for all ages will be considered. 

Local Preference (15%)
Preference may be given to local artists, if all other factors are equal. Local artist is defined as an artist whose primary residence studio or business is located in Glendale.


9.  INSTALLATION
A selected artist must contact LAC staff in order to schedule an appointment for installation and de-installation of the exhibit. The selected artist will be responsible for installing his/her/their artwork(s) with LAC staff guidance during regular business hours at all facilities. 

 

10. NOTIFICATION / CONTRACT
Selected finalists will be notified by email.  If the proposal is approved for exhibition, the Proposer must sign a City of Glendale Library, Arts & Culture (LAC) - Temporary Art Display Agreement (contract) that states the terms and conditions of the exhibit or performance. 

 

11.  MARKETING / PUBLICITY
The artwork may be exhibited on the City web site, social media, Glendale government television GTV6, and more regionally with press releases and postings on www.glendaleartsandculture.org. By submitting a proposal, the Proposer irrevocably grants City, its officers, agents, and employees (“City and its representatives”) the unconditional right and permission to photograph, record (audio, or video, or both), broadcast, distribute, reproduce, copy, sell, exhibit, publish, and use the photographs and recordings of the artwork or performance, in whole or in part, in any medium now or later developed, for any purpose, without charge to the City and without payment to the Proposer of any compensation, fee, royalty, or damages (now or later).

When the City uses the artist’s images or the artwork for promoting arts programming, the City will endeavor to identify the artist and give credit to the artist, whenever possible, but the City will not be liable to the artist for an error in or omission of the artist’s identification or the artist’s credit for the artwork.
