Project Purpose

City Council recently approved a City-wide Court Resurfacing Project which is scheduled to begin earlier this month.  The project includes the resurfacing of 112 basketball, tennis, handball, and multi-use courts at 33 parks city-wide. The resurfacings will include filling the cracks within the surface, and applying an acrylic coat and striping. Resurfacing for the Dentoni Park basketball court is on track to be completed by July 1st.

In an effort to enhance the basketball court resurfacing taking place at Dentoni Park, the City is seeking proposals from qualified Artists or Art organizations with relevant experience designing and managing the installation of large-scale themed murals or abstract design to the playing surface of outdoor basketball courts and backboards or a surface similar in scale to the playing surface of a basketball court.  The City feels an art piece that is representative of the community will further activate this space for local multi-generational enjoyment.

Eligibility

The City of Stockton is looking for artists or art organizations with a wide variety of public art experience who intend to bring the highest standard of public art to Stockton.  Artists may submit a Conceptual Design Proposal package individually or as a team. Artists living in or experienced working in California are encouraged to apply; City scoring provides a local preference for artists living and/or art organizations located in San Joaquin County and the City of Stockton.

Budget

The completed Project budget will not exceed $10,000. The total project budget must include art design, application, and installation on a 30’ x 60’ playing surface.  Total Project Budget should be inclusive of all state and local (encroachment and building) permits, fees, and requirements, including prevailing wage if applicable.  The Project budget will be inclusive of travel, artists fee, and all direct costs.

Selection Criteria:

The Proposed Artistic design should reflect consideration of exposure to moisture, sun, high winds, and other elements such as extreme weather and vandalism. Color choice and the types of materials being used should be highlighted to demonstrate the durability of the design.  Proponents are encouraged to visit the Project Site.

Artists Qualifications

The Proponent must identify the following qualifications:

1. Examples of relevant past work.

2. Evidence of creative and technical expertise in past projects.

3. Placemaking experience.

4. Project management experience.

5. Experience working with community and neighborhood groups incorporating their input.

6. Experience working with municipal agencies or nonprofits on similar projects.

Court Renovation Process

1. City: Power-wash (½ day)

2. City: Crack fill and patch repair low areas (1-2 days)

3. City: Apply Acrylic Resurface (1 day)

4. Artist: Draw artwork using a grid (1 day)

5. Artist: Paint court art using sports-specific color coatings applied with squeegees and roofing brushes. (@4 days per court)

6. City: Paint game lines (1 day)

Court Artwork Considerations

1. Due to perspective and scale one should not need to be able to view the entire work to experience its energy. Fewer, larger shapes are more successful than lots of small shapes.

2. Try to avoid lines that will have the same width as game lines (2”)

3. Due to the expected accumulation of dirt and debris (bike tire tracks, soda spills, etc.) and wear, delicate shading may become obscured

4. The areas around the hoop and inside the three-point line will experience fading first when heavily used (4-5 years) and the areas of design near the center and sidelines will last longest.

5. Light colors accumulate dirt fast.

6. White is not successful due to dirt accumulation and sunlight reflection.

7. Large black areas absorb heat and can get hot.

The City of Stockton is seeking, via an informal solicitation process, proposals for artistic design services in accordance with the specifications listed in this RFP. Proposals will be reviewed, and specifications may be amended to meet City project goals.

 

Section 2:    RFP Timeline

Questions regarding this RFP are to be directed by email to Trevor Wilson via email at trevor.wilson@stocktonca.gov . Questions should be emailed no later than 5:00 PM on June 18, 2021. Staff will respond with answers to questions by June 25, 2021.Material changes, if any, to the scope of services or proposal procedures will be transmitted by addendum and posted to CaFE’.

If for some reason you are unable to submit via call for entry, please email your response to trevor.wilson@stocktonca.gov with the subject of email title “Response to RFP for 2021 Dentoni Basketball Court Art Project”. Responses must be received by the specified date and time. Proposals received after this date will not be considered for review. All responses must be signed by a person or personal legally authorized to bind the Proponent to a contract should the response be qualified and certified for contract and execution of work.
