Qualifications are requested from artists interested in creating an exterior public artwork or artworks for the Grand Junction Regional Center Group Homes in Grand Junction, Colorado.

 

PROJECT DESCRIPTION – ABOUT THE GRAND JUNCTION REGIONAL CENTER & GROUP HOMES

The Grand Junction Regional Center (GJRC), dating back to 1919, serves people with intellectual and developmental disabilities who have intensive needs. The GJRC holds two distinct program license types: Intermediate Care Facility (ICF) and Home and Community Based Waiver (waiver).  Both programs serve a diverse population living in group homes scattered throughout the Grand Valley.

Individuals served in these programs may have high abilities but may not be able to maintain safety and stability in the community and/or may be a risk to self.  Some individuals may have low ability and significant behavioral and medical challenges. Each home has supports that are specific to the people living there, from mental health intervention to specialized habilitation, which addresses range of motion or other sensory needs. Programs are individualized to meet varying needs and to work towards personal outcomes.  The goal is for individuals to return to the community of their choice once safety, stability and skill attainment has been achieved.

Four to eight people live in each home, with an effort to strive for community affiliation. Support is provided within the homes on a 24/7 basis. The Grand Junction Regional Center has 90+ residents, with 2 dorms currently on the main campus, 9 existing homes throughout the community, and 2 additional homes being built in the community.

 

BUDGET: $32,000

All costs associated with the public art project including, but not limited to, artist design fee, structural engineering, insurance, materials, fabrication, transportation, installation, building or site modifications, travel to and from the site, per diem expenses, project documentation, contingency to cover unexpected expenses and any other costs related to the project are covered by this budget.

 

OPPORTUNITIES FOR PUBLIC ART

This Art in Public Places project encompasses two new group homes that will be built on a shared site in northeast Grand Junction. The location will be in a residential neighborhood and will have a view of the Book Cliffs. Each home will be approximately 3,900 square feet and will have 6 single, private bedrooms, with kitchens, dining rooms, a den, and visiting rooms for everyone’s use.  There will be a shared outdoor space, with several walking paths for residents to enjoy.

The Art Selection Committee is looking to commission an artwork to be located on the exterior of the two new group homes, to be located near or along the planned nature walking trails on the site. Artworks should create a sense of place and respite and could possibly be integrated into the landscape. A series of dispersed artworks along the walking path(s) is preferred to a single artwork. Many of the residents have specific sensory needs, so artworks that are tactile, interactive, or kinetic would be particularly successful for the residents.

The durability and safety of the artwork and proposed materials is an important factor that the committee will consider to ensure safety of both the artwork and the residents. The artwork should also be sturdy and durable for the exterior location.

The Selection Committee will consider the following:

·        Artistic excellence

·        Scale, material, form and content

·        Safety of materials

·        Appropriate relationship to the function of the site

·        Resistance to general wear, vandalism, or theft

·        Ease of maintenance, minimal and low-cost maintenance

Local artists from the Grand Valley area are encouraged to apply. Artists with disabilities, particularly developmental disabilities such as traumatic brain injury or autism, are also encouraged to apply.

 

COLORADO ART IN PUBLIC PLACES PROGRAM

In 1977, the Colorado General Assembly passed the Art in Public Places Act requiring that 1% of the construction costs of new or renovated state-owned buildings be used to acquire works of art for permanent installation at the project site. Colorado Creative Industries is responsible for implementation of the law. All works of art commissioned pursuant to this request are owned by the State of Colorado via the Colorado Department of Human Services. De-accession of the public art, if necessary, will follow the policies and procedures established by Colorado Creative Industries.

 

ELIGIBILITY

All applicants must be residents of the state of Colorado. Any applications submitted with addresses outside of Colorado will be disqualified and not reviewed. The Program is open to all artists regardless of race, color, creed, gender, gender variance, national origin, age, religion, marital status, political opinion or affiliation, or mental or physical handicap.

 

SELECTION PROCESS AND SCHEDULE

The Art Selection Committee will review all complete submittals. A short list of semifinalists will be invited to prepare and present a final proposal in person and be paid an honorarium of $1,000. Final selection(s) will be made from the semifinalists’ proposals. The schedule is as follows:

Friday July 22, 2022 11:59 pm MST - Deadline for receipt of submittal via CaFÉ™ system

August/September 2022– Selection committee meets to select Semi-Finalists

September/October 2022 – Artist presentations to the Art Selection Committee

February 2023 – Scheduled completion of construction

Spring 2023 – Site landscaping & artwork installation

Application Requirements

 

APPLICATION PROCESS

All applications for this project are being accepted through the online platform, CaFÉ™ (www.callforentry.org ). No hard copy or emailed submissions will be accepted. The applicant will be asked to submit digital images of art (see below for more information), a resume, and a brief statement of interest. There is no application fee to apply or to use the CaFÉ™ online application system. Assistance in using the CaFÉ™ system is available during regular business hours by calling 303-629-1166, 1-888-562-7232 or email cafe@westaf.org.

Digital Images. In order to be considered for this project, the applicant must electronically submit, via the CaFÉ™ system, no less than six (6) and no more than eight (8) digital images of previously completed artworks. Instructions on how to use CaFÉ™ and format images can be found at www.callforentry.org/image_prep.phtml.

Resume: Submit a current résumé, via CaFÉ™, that outlines professional accomplishments as an artist.

Statement of Interest: A statement of interest of 250 words or less must be submitted via CaFÉ™. It should briefly outline the interest in the specific opportunity.
