Northglenn Arts and Humanities Foundation (NAHF), acting on behalf of the City of Northglenn, invites proposals from artists (individual or teams) to design, fabricate, and install public art in the new City Hall primary public area in Northglenn, CO. The successful proposal for the commissioned, site-specific, permanent art installation will include a portfolio of past work, details of similar projects, and an outline of the process for design, fabrication, and installation.  Proposals will be reviewed by site stakeholders including NAHF members, Northglenn City Council, residents, and City staff.  The winner will be selected by August 2022 and design, fabrication, and installation completed by Spring 2024.

The winning artist or team will be awarded up to $250,000 to complete the project. Design, materials, fabrication, installation, travel, and any other costs associated with the project incurred by artist or team, must fit within the $250,000 budget.

The artist or team will be selected based on past work and responses to questions about process. Proposals will be narrowed down to a few finalists. Finalists will be required to interview in-person or online.  

Colorado artists will receive preferential consideration.

The new Northglenn City Hall is part of phase two of the Northglenn Civic Campus Project. Anderson Mason Dale Architects has been hired to design the new City Hall. The search and selection process for the Construction Manager General Contractor for the project is underway. Currently in design, the city intends to break ground in the first quarter of 2023 with an estimated opening in the Spring of 2024.

The primary public area of the new City Hall will be at the core of the community engagement and day-to-day services such as ballot drop-off, utility billing, building permits, and much more. The primary public area is a large open area partially open to the floor level above and connected to Council Chambers, community event / meeting rooms and the main offices for several city staff and leadership. The community spaces will accommodate meetings, boards and commissions, event rental, and more. Directly adjacent to the City Hall entrance is the new Recreation, Senior Center and Parsons Theatre, Festival Lawn, and Memorial Parkway. The selected artist or team will design, fabricate, and install public art in the primary public area. The selected artist or team will be integrated into the design of the building at an early stage to create a cohesiveness between architecture and public art. It is yet to be determined if the public art will be wall-mounted, ceiling-mounted, floor-mounted, or hung within the large civic entry space. By hiring the artist or team at such an early stage, more freedom will be provided to the design process, allowing for a high level of collaboration and visual integration. The public art project will help to articulate the space and perspective of the visitor with inspiration to be potentially taken from the Net Zero, Sustainability and Biophilic goals of the building project and environmental aesthetics from artist such as Andy Goldsworthy or Tera Donovan.

·         All proposals will be screened to ensure criteria adherence and artistic merit.

·         Selection committee will include NAHF board members, City Council, city staff, and Northglenn residents.

The NAHF, founded in 1990, provides funding for quality youth theatre, public art, and other cultural endeavors in the Denver, Colorado area’s north metro communities.  The Scientific & Cultural Facilities District (SCFD) provides major funding for Art on Parade and other public art commissions. Application Requirements

Submission must include the following:

  1. Portfolio examples relevant to the project
  2. Sufficient information clearly showing artist/teams ability to fulfill scope of project
  3. Proven record of working with engineers and providing engineering documentation
  4. Proven record of working with dynamic stakeholders during design process
  5. Complete answers to all required questions

Eligibility Criteria

The project is open to all regional artists/teams, regardless of race, color, religion, natural origin, gender, age, military status, sexual orientation, marital status, or physical or mental ability. Artist teams are eligible to apply, including teams of artists from multiple disciplines. Northglenn Arts & Humanities Foundation and the City of Northglenn reserve the right to reject any or all applications, proposals, applicants, or projects, and to modify or terminate the application process or the selection process for any reason. Artists must be 18 years of age or older. Artists/teams must be able to provide insurance and stamped engineering drawings. Must be able to provide a U.S. mailing address on W9.
