SCOPE OF WORK

The Beach and Peach Urban Park is a 68-acre nature preserve including bike trails, a 5-acre pond, and a newly built 6600 sf. Community Center.

The Community Center is seeking an outdoor sculpture that engages and accents the surrounding landscape and environment.  The sculpture can be representational or abstract, and should be inspired by the textures and aesthetics of the flora and fauna of Duval County and/or the natural life cycle as well as the coastal/river/pond theming represented in the community center’s interior design.

There are four (4) possible location options for this sculpture.  

*Option 1 is in front of the back patio and can be seen from both the interior of the building and from across the pond.  This location is more conducive to a low horizontal sculpture.

*Option 2 is located to the West of the building.  This location can be seen from the entrance to the site, from a small interior classroom, and from across the pond.  This location can accommodate either horizontal or vertical work. 

*Option 3 is located to the East of the building.  This location can be seen from a portion of the parking lot and from across the pond.  This location is flanked by a large sand mound to the east. 

*Option 4 is located at the entrance of the building.  There are two small areas that measure 8’ wide by 50’ that could accommodate 1 or 2 small sculptures flanking the entrance way.

The sculpture may consist of a variety of materials and techniques, provided the work is durable, and made to withstand a humid subtropical climate that consists of hot summers, heavy rains, and high winds.  The work should also discourage climbing and be vandal resistant. 

This work will be the focal point for both the Community Center and for those enjoying the surrounding park.  It will be appreciated by a broad audience of all ages for many years.

The artist shall be responsible for developing a budget that includes all aspects of design, fabrication, transportation, foundation, installation and lighting.

*Structural designs must be in compliance with the Florida Building Code, including FBC, Building Section 1609 Wind Loads and City of Jacksonville Municipal Code Section 320.103 – Wind Zones.

 

SITE DESCRIPTION:

The Beach and Peach Urban Park is located in the Southside Estates area of southeast Jacksonville and serves both the Windy Hill and the Southside Estates communities.  It is a nature preserve consisting of 68-acres, currently receiving improvements.  It presently includes; covered pavilions with grills, bank fishing, walking paths, a multi-use field, a wildlife observation deck, a 5-acre pond, a BMX Jumpline, a BMX Pump Track, and a Community Center.  This space is used by naturalists for educational and recreational purposes and by bike enthusiasts. 

The Community Center is located in the north area of the park, between a small pond and Beach Boulevard.  The Community Center is a newly constructed 6600 s.f. space that consists primarily of two small classrooms and one large activity room.  The interior of the Senior Center has been designed in a coastal/river/pond aesthetic, with soothing blue and white walls and soft natural wood tones in the flooring. These rooms are surrounded with large glass windows on the south side of the building and face a small pond and a walking trail.  A large patio is located on the exterior of the activity room and overlooks the small pond.  The Beach and Peach Urban Park serves as a hub to a diverse community of all ages, and will be utilized for community gatherings, recreation activities, and to experience the surrounding natural environment.  

There are four possible locations for a sculptural piece: 

*Option 1 is a rectangular space located between the exterior patio and the small pond.  This space measures 41.5ft x 17ft and will be in the central view of both the patio and the large activity room. A low horizontal sculpture is preferred for this location.  This space is marked by purple lines in the attached images.  See attached images.

*Option 2 is located to the west of the patio.  This placement is at the intersection of two pathways, one that surrounds the Community Center and the one that travels around the pond and connects to the Southside of the park.  This space is a larger trapezoidal shape that has a drain access cover within the space.  This space is marked by red lines in the attached images.  Please see attachments for detailed measurements and drain access cover location.  It will be seen from the patio, the large activity room, and the classrooms. This location is also in the line of sight of the main entrance from Beach Blvd.  This location can accommodate more vertical work than option 1.

Both locations are adjacent to the small pond that is to the south of the Community Center. Only one sculpture will be commissioned.

COMMUNITY ENGAGEMENT

Artists will be required/expected to meet with community members and stakeholders, including but not limited to members of local civic organizations, churches, schools, and park users, to gather information and provide a design concept that responds to this particular community. These community engagements will include but not limited to site visits, surveys (developed by the Cultural Council Public Art program) for the purpose of defining the final vision for the artwork.

Based on results from the various community engagement activities, the selected artist (team) is to prepare a schematic design proposal with sufficient detail to move directly into construction documents after a brief design development phase.

  • Final Design Due:  June 27, 2022
  • ASP Final Design Approval:  June 28 - July 1, 2022
  • Site Prep & Install:  November 2022 - February 2023
  • Dedication Ceremony:  February 24, 2023

Application Requirements

APPLICATION PROCESS

The application process is managed by the Public Art staff of the Cultural Council of Greater Jacksonville. The Art in Public Places Committee (APPC) of the City of Jacksonville appoints the artist selection panel (ASP).  The ASP is responsible for the selection of the artist(s) and the approval of the artwork proposal(s).

Eligibility Criteria

ARTIST ELIGIBILITY

  • The project is open to artists over 21-year-old, who are not students in a formal degree program, and who have been practicing artists for more than three (3) years.   Artist is defined broadly to include the traditional arts and the design arts.  
  • Artists who are immediate family members or business partners of the members of the APPC or ASP are INELIGIBLE. 
  • Open to all artists regardless of culture, race, ethnicity, disability, religious or spiritual beliefs, gender, sexual orientation/sexual identity. 
  • Has been creating and installing public art for more than (3) three years.

 

SELECTION CRITERIA

The Public Art Program shall consider the following criteria: 

  1. Required education and experience necessary for the project.
  2. Successful completion of past works of public art that are appropriate to its physical site and communities, demonstrate exceptional technical skills and satisfy the best standards for contemporary works of art. 
  3. Successful completion of past works created in collaboration with governmental agencies such as public works, parks, traffic engineering or development services. 
  4. The ability to engage with the community near the site and users of the site, and respond artistically to the community needs, identity, and aspirations.
