History

The new Station was a joint project between the City and the County of Los Angeles (County). The Station is a Type 1 detention facility, with a 4,000-square-foot vehicle maintenance building and a heliport. The Station is located on City-owned property on Golden Valley Road, between Centre Pointe Parkway and Robert C. Lee Parkway. The Los Angeles County Sheriff's Department (LASD) is a law enforcement agency that serves Los Angeles County, California, an area totaling approximately 4,084 square miles with a population of almost 10 million people (2010 U.S. Census).  LASD is the largest Sheriff's Department in the world. The current service area of the Santa Clarita Valley Sheriff’s Station has a population of approximately 293,000.

The Station serves the City in a variety of different ways, some of which include the release of inmates or filing police reports. The Station also serves as a safe space for the community, for example, families may use the Station lobby as a meeting area when transferring custody of children.

The all-inclusive budget for this project is $190,623.  Artist(s) are invited to submit portfolios of past work for consideration.

DESIGN GUIDELINES:

·       The site, its history, and members of the community should serve as inspiration.

·       Creativity, timeliness, and innovation of design are encouraged.

·       Artwork must be an original design.

·       Artwork must be suitable for viewing by all ages.

·       Artwork may not be used for advertisement or to promote business, product, or viewpoint.

·       Designs must not include any breach of intellectual property, trademarks, brands, business names, corporate or organizational branding, or images of drugs.

·       Artwork can be of any medium, but artists should consider structural and surface soundness as well as inherent resistance to theft, vandalism, and excessive maintenance and repair costs.

·       Artists will be required to outline in their proposal a suggested maintenance schedule.

 PROJECT GUIDELINES:

·       Artwork must fit in the pre-determined location identified as the upper lobby walls and ceiling.

·       Artwork must hang no lower than 8 feet above the lobby floor.

·       Artwork must be installed in a manner with sufficient anchoring to prevent it from being removed, broken, or overturned. 

·       The City will review the artist's proposed installation plans and will request additional information from a California-licensed engineer (hired by the artist) to address safety concerns the City may have.

·       The City will provide a plaque near the artwork, that indicates the name of the artist and the title of the artwork.

·       Artwork must comply with standard engineering practices and requirements.

·       Artwork will be evaluated to require that it does not present a hazard to public safety and must conform to ADA standards.

·       Delivered artwork that differs significantly from artwork represented in proposed installation plans will be disqualified.

TENTATIVE TIMELINE:

July 31, 2022, at 11:59 pm PST - Application Due

September 2022 – Semi-finalist notified (Eight weeks to develop proposal)

September 2022 – Semi-finalist Orientation & Site Visit

November 2022 – Semi-finalist Site-Specific Proposals with interview presentation.

December 2022 – Arts Commission and City Council review and approval

February 2023 – Selected finalist notified (to start contract process)

2023 – Installation

LOCATION:

The identified location will be at the new Sheriff Station, 26201 Golden Valley Rd, Santa Clarita, CA 91350.

SEMIFINALISTS:

Up to five (5) artists will be invited to create proposals for site-specific artwork and will receive a $1,000 honorarium. 

The presentation will include:

o   Concept of the site-specific artwork, which follows the Design and Project Guidelines

o   Concept visuals (at least two 2-3 visuals of the proposal concept shown on the site)

o   Maintenance and Conservation of artwork

o   Budget

o   Questions and Answers from the Artist Selection Committee

FINALIST:

The total budget for the artwork is $190,623.

·       Artist is responsible for the delivery and installation of artwork per scheduled date.

·       Artist is required to provide a maintenance guide outlining proper care of the artwork.

·       Artist is responsible for all associated expenses related to design, fabrication, installation, and transportation of completed artwork.

·       Artist is responsible for travel and hotel accommodations.

·       The selected artist will be required to include insurance coverage for the installation period only.

·       Insurance coverage will be requested at the signing of the contract.

·       Clarity of project-specific intent, relevant professional experience, and artistic vision, as expressed in Cover Letter, Resume/CV, and Artistic Statement

ELIGIBILITY:

Artists 18 years of age or older are invited to submit an individual or collaborative artist application.  Artist must have a US mailing address for payment to be mailed to and must fill out a W-9.
