The City of Kansas City, Missouri One Percent for Art program seeks to commission one or more professional visual artist(s) or artist team(s) from among a diverse, equitable and inclusive group of artists to design art for the entry gate steel mesh panels at the Central Bank Sporting Complex (CBSC), located at Missouri Hwy 152 & N Platte Purchase Dr, Kansas City, MO 64154. The Central Bank Sporting Complex is a $36 million multi-sport facility scheduled for a soft opening in the fall of 2022, with a grand opening planned for Spring 2023.

The facility will be in Kansas City, Missouri and will feature 10 synthetic turf fields designed for year-round use. Soccer, football, baseball, softball, and lacrosse teams, along with other activities, will have the ability to utilize the facility through Sporting Fields + Athletics.

All 10 fields will be lighted with convenient parking and on-site amenities, including trail connections, inclusive playgrounds, a fieldhouse, restrooms, and concessions.

The 76-acre, tournament-quality complex is the focal point of an anticipated $375 million, multi-phase development on 492 acres within Twin Creeks Village. Major components of the mixed-use project include a campus for the Platte County R-3 School District, single and multi-family housing units, and commercial space for retail, office, restaurant, hotel, and entertainment destinations.

Gates and steel mesh panels

There are two main entry garden plazas that feed directly into the expansive esplanade areas consisting of playing fields, concessions, training areas, storage, and playgrounds. The entry gates to these esplanades are monumental scale, drawing the spectators to them. The gates have overhead coverings and will have integrated lighting for nighttime use.

The gates are designed as steel mesh panels and offer high visibility and a sense of arrival. We feel they are the perfect canvas for artistic creation whether in the open or closed mode. Artists may either embellish the steel mesh or replace the steel mesh. If the steel mesh is replaced, the gate panel must still meet security requirements. All artistic elements may be required to comply with applicable building codes, such as ADA, the Uniform Building Code (UBC), and NFPA 130, 72, 70 and 101. The CBSC project team may review proposed elements relative to such requirements, including potential safety and/or security considerations.

Evaluation Criteria

The Central Bank Sporting Complex Artist Selection Panel will use the following evaluation criteria:

Excellence: Works of art in the artist's application are original, innovative, of exceptional quality and enduring value. 

Relevant prior experience: The artist has created projects of a similar scale and budget and has experience coordinating with multiple stakeholders, such as--but not limited to--architects, city project management staff, engineers, fabricators and union tradespeople--or the artist is jointly submitting the qualifications of a collaborator that has created such projects and that has such experience.

Appropriateness to site and project: Works of art in the application indicate that the artist is likely to be sensitive to the social, economic, cultural, historical and physical context of the site and the surrounding neighborhood, either existing or planned.

Durability: Works of art in the artist's application utilize materials and processes likely to contribute to the longevity of public works of art, especially for projects that will be located outdoors, or the artist is willing to adopt such practices by collaborating with a partner with relevant specialized expertise.

Selection Process

The Kansas City, Missouri Public Art Administrator will recommend selection panelists to the Municipal Art Commission for approval. The selection panel will consider proposals, budgets, resumes, letters of interest and portfolios residing on CaFÉ and select three semifinalists. The selection panel will interview the three semifinalists and select the finalist(s) and one alternate.

The finalist artist(s) proposal will be presented to the Municipal Art Commission for approval prior to development of a contract. All contracts may be subject to approval by City Council.

Artists lacking public art experience may want to consider jointly submitting the qualifications of an experienced collaborator. Resumes/CVs of all collaborators must be uploaded to CaFÉ as a single PDF with multiple pages.

Contractual Process

The selected artist or artist team will enter into a contract with the City of Kansas City, Missouri. Typical requirements for a contract with the city and related fees may include, but are not limited to:

  • Use of durable, exterior materials not easily subject to wear or vandalism (e.g., graffiti-resistant materials, etc.)
  • registering as a vendor with the City of Kansas City, Missouri
  • acquiring a City of Kansas City, Missouri business license
  • Certificate of General Liability Insurance with the City of Kansas City, Missouri named as additional insured
  • paying municipal revenue tax to the City of Kansas City, Missouri and ensuring that any past municipal revenue taxes are current
  • notarized affidavit of compliance with federal e-Verify requirements
  • developing a budget to include all aspects of design, fabrication, transportation, installation and lighting, and that may include costs such as, but are not limited to:
    • approval by a Missouri-licensed structural engineer
    • permits
    • excavation, site remediation and landscaping
    • purchasing lighting fixtures and managing their installation
    • travel expenses
    • general liability insurance
    • commercial auto insurance
  • contracts over $160,000 may be subject to City of Kansas City, Missouri DBE, MBE, WBE and SLBE guidelines

Requirements of the State of Missouri may include, but are not limited to:

  • registering with the Missouri Secretary of State and paying related fees to conduct business in Missouri
  • contracts over $75,000 must meet Missouri’s Prevailing Wage Law and require managing related documentation
  • Worker’s Compensation and managing related documentation

Federal requirements may include, but are not limited to:

  • W-9
  • E-verify

Semifinalist and finalist artists may find it advantageous to consult with an attorney while negotiating contract terms with the City.

  • Mid-November 2022: Semifinalists selected and interviewed
  • Mid-November-December 2022: Finalist artist(s) contracting
  • December 2022-Early 2023: Artist(s) coordinates design proposal with project team, refines design
  • Early 2023: Artist(s) procures materials, fabricates art
  • Art installation: Preferably by April 1, 2023, no later than September 1, 2023
  • April 2023: CBSC grand opening

  • All applications must be submitted through this CaFÉ Call for Artists.
  • Art proposal uploaded to your portfolio on CaFÉ, accompanied by images of your past work. The total number of images allowed for the CBSC call for artists is 20. Your proposal may consist of up to 12 images. Click the "View Site Details" link on this Call for Artists for drawings and dimensions of the entry gate steel mesh panels. The remainder of images in your application should be past work. Proposal images and images of past work must be identified clearly. Selection panelists must be able to distinguish between your proposal images and your images of past work. Selection panelists may choose not to consider applications that do not identify proposal images clearly.
  • A detailed estimated budget
  • Resume/CV
  • Contact info for 3 references (letters are not required to apply, but semifinalists may be asked for reference letters)
  • Letter of Interest that includes a proposed installation date

Eligibility

Eligibility is limited to professional visual artist teams or artists at least 18 years of age based in the Kansas City Combined Statistical Area (CSA). The Kansas City CSA includes the Missouri counties of Andrew, Bates, Buchanan, Caldwell, Cass, Clay, Clinton, DeKalb, Jackson, Lafayette, Platte, Ray and the Kansas counties of Doniphan, Douglas, Franklin, Johnson, Leavenworth, Linn, Miami, Wyandotte. Artists who do not live within one of the above counties can appeal their eligibility within their letter of interest. All eligibility appeals will be determined by a majority vote of the selection panel.

Artists lacking public art experience may want to consider jointly submitting the qualifications of an experienced collaborator. Resumes/CVs of all collaborators must be uploaded to CaFÉ as a single file with multiple pages.

Artists who have completed a City of Kansas City, Missouri One Percent for Art commission within two years of their project’s final acceptance date are not eligible.

Full-time, permanent City of Kansas City, Missouri employees, KC Streetcar Main Street Extension project consultants and their employees and sub-consultants are ineligible.
