INTRODUCTION
Ogden City’s Public Art Program seeks to commission an individual artist or a group of up to three separate artists that will work together as an artist team with the Ogden City Arts staff, project architects, and the Ogden City Arts Public Art Selection Committee to explore public art opportunities for the new Marshall N. White Community Center. The selected artists or artist team will help design and create public art that will be placed in three separate locations in the new building.  The selected artist or artist team will be expected to collaborate with the Arts Advisory Committee and Ogden City Arts.

MARSHALL N. WHITE COMMUNITY CENTER

Marshall White was a World War II veteran, youth mentor and Ogden police officer who was killed in the line of duty in 1963. A Black man who died in the heat of the U.S. civil rights movement, White became an important symbol for the Ogden community and the city built and dedicated a recreation center in his name five years later. It sits at the corner of 28th Street and Lincoln Avenue, in the heart of a historically Black and Latino community.

PROJECT 
Over the past five decades, the Marshall White Center has been a place where countless children learned to swim, paint, and play ball. Senior citizens have made new friends there, chatting over dominoes, sharing lunch, and paddling around the pool. The center hosts art classes and boxing matches for residents of all ages. The center is a place for the community to gather, recreate, and enjoy city sponsored amenities.

A new Community Center designed by VCBO Architecture is currently under construction. Expected completion date Spring 2025.  Artwork from commissioned artist or artist team is to be placed on three wall surfaces of the new Marshall N. White Community Center.  Interior and exterior wall surfaces are available for artwork placement.  Artists or artist team will help design and create public art that will be placed in three separate locations in the new building. Selected artist will work with Marshall White Advisory Committee, City Staff, the architect team, and the Public Art Selection Committee to design concepts for the project before fabrication/installation.

The impact of the public art portion of this project will result in providing the community with access to interact with, be inspired by, and enjoy public art installations at the Marshall N. White Community Center.  The artwork will not only beatify the space, but also provide arts education, a historic timeline, and pay homage to Marshall N. White, and the Ogden community. 

The selection committee is seeking to select an artist or artist team that will create work that is timeless and forward-thinking. Artists are welcome to respond to the request for qualification that produce the type of work that would highlight Marshall N. White the person, historical timeline of his life and or the legacy Marshall and the original Community Center has had on the Ogden Community. A portion of the project may be inspired by the people of Ogden and the surrounding opportunities relevant to the diversity of the Ogden community and its history.   

The selection committee is open to reviewing qualifications from artists producing mural type artwork of any media that is durable, low maintenance, and metalwork type media for the exterior portion of the project.

The exterior artwork should have a significant presence in daylight and at night.  To that end, the lighting of the exterior artwork, or lighting that is integrated into the artwork is significant. This will further enhance the Marshall N. White Community Center at night and increase aesthetic building views.

MEDIA & MATERIALS-
Artworks could be created using diverse media, including, but not limited to painted murals, reliefs, mosaic, and sculptural applications. Durability and ease of maintenance is important at this location.  Exterior location media and materials must be suitable for outdoor display, such as metalwork/stainless/bronze type sculpture.

SITE PHOTOS AND PLANS- included as an addendum
The selection committee has identified several sites for public art inside and on the façade of the building which is currently in the early stages of construction. All potential sites, regardless of location, will require selected artists or artist teams to coordinate and communicate closely with the project Design and Construction team, and the public art selection committee in order to construct art in a way it can be installed/attached to the building.

BUDGET
The budget for this commission is $200,000.  Broken out as follows:

Hallway area totaling 832 square feet                                 $80,000

Entryway area 286 square feet                                            $20,000

Exterior Sculpture (Wall is 25’ wide x 16’ tall)                       $100,000

These funds come from the City of Ogden.  This contract amount is inclusive of all costs associated with the project including, but not limited to: the artist’s or artist team’s design fee, other consultation fees such as structural engineering consultations, structural/electrical engineering documents, insurance (including Utah Workers Compensation), tools, materials, fabrication, transportation, permits, installation, any building or site modification required, travel to and from the site, per diem expenses, project documentation, a contingency to cover unexpected expenses, and any other costs.  No additional costs will be reimbursed by the City of Ogden. For all work performed on city property, prevailing wage requirements will be applied. 

PROJECT SELECTION COMMITTEE
The Ogden City Public Art Selection Committee consists of voting members of the Ogden City Arts Advisory Committee, Ogden City Staff, representatives from the architectural design firm, and additional advisors. The selection committee is responsible for reviewing the site, establishing criteria, writing a request for qualifications, reviewing applications, selecting, and interviewing finalists, and identifying an artist or artist team for the commission.

SELECTION PROCESS AND SCHEDULE
The Public Art Selection Committee will review all material properly submitted.  Artists or artist teams may be selected to share preliminary concepts, research, and how they may be integrated into the site.  If selected, artists will be paid an honorarium for this work.  This honorarium will be applied toward the commission amount for the artist(s) awarded the commission. From these submissions, one artist or an artist team will be selected to create public artwork for the site.  The final recommendation of the Public Art Selection Committee will be presented to the Ogden City Arts Advisory Committee, and the Mayor of Ogden for final approval. All decisions of the City of Ogden are final.

Once selected as the winning proposal, Ogden City Arts will provide as much information and access as possible to assist in the artist’s research while developing their artwork/project.

Application Requirements

 Applicants will be asked to provide:

·        1- Letter of interest of not more than 700 words. This letter should include the artist’s reasons for interest in this project in particular.  In doing so, the artist should also describe how his/her work and/or experience relates to the project. For instance, the artist may include a description of how your past work informs how you would approach this project.

·        2- CV/Resume- Submit a current resume (no more than two pages in PDF format) that highlights your professional accomplishments as an artist. If applying as a team, please submit one resume with one page per team member.

·        3- Professional References- (up to three) Provide contact information for references that have experience working with you, or in-depth knowledge of your art and working style in the public realm.

·        4- Ten (10) images of previous site-specific public work. All image formats must comply with the CaFE specifications and sizes.

Eligibility Criteria

This project is open to artists nationally. Ogden City Arts is committed to building a public art collection that represents a broad diversity of artists and encourages applicants from historically marginalized and underrepresented communities, including artists who identify as Black, Indigenous, Latino/x, People of Color (BILPOC), people with disabilities, and members of the lesbian, gay, bisexual, transgender, queer, questioning, intersexual, asexual, Two-Spirit+ (LGBTQIA2S+) communities. Ogden City Arts also encourages applicants at various stages in their career and applicants practicing a variety of artistic disciplines.  Utah and local Ogden artists are strongly encouraged to apply.  Employees of Ogden City are not eligible to apply for this commission.
