The Utah Division of Facilities Construction and Management and the Utah Division of Arts & Museums Public Art Program in partnership with Mountainland Technical College requests qualifications from Utah-based artists and/or artist teams with rich ties to Utah interested in creating site-specific artwork(s) for the upcoming Mountainland Technical College Heber Campus. MOUNTAINLAND TECHNICAL COLLEGE

The mission of the Mountainland Technical College (MTECH) is to enhance the employability of individuals through market-driven career and technical education. It provides classroom and hands-on training in a number of technical professions. This training is specific to the practical problem-solving skills needed for a career in a blossoming economy.

Mountainland Technical College (MTECH) was originally established as Mountainland Applied Technology Center in 1989. In 2001 through state legislation, the College officially became Mountainland Applied Technology College and an affiliate campus of the Utah College of Applied Technology (UCAT). In June 2006 MTECH was awarded full accreditation and in 2017 became Mountainland Technical College. MTECH offers programs in over 50 career and technical education fields with over 1.5 million student membership hours.

COMMITTEE STATEMENT

This facility will be a place where community members can take advantage of the training programs to provide a better quality of life, to further their career development, and to develop a love of lifelong learning. MTECH takes great pride in serving both high school and adult learners - and the faculty, administration, and board have a common goal of enriching the student through quality education. The Art Selection Committee encourages artists to consider the students and faculty spending time in the new Heber facility and create a work that reflects this diverse audience. In the development of work for this project, artists may consider the full suite of training offered at the new, comprehensive MTECH Campus. 

MTECH is proud to provide a variety of programs; from their Apprenticeship opportunities to their respective schools of Healthcare, Technology, Service, and Trades. These programs allow students to receive certification in important fields such as HVAC, electrical, and plumbing, nursing and pharmacy tech, cosmetology, manufacturing and welding, student services and administration, digital marketing, software development, and so much more.

The Art Selection Committee is seeking Utah-based artists or artists with rich connections to Utah. In addition, the Committee hopes to find an artist who is punctual, responsive, and reflects the College’s perspective and its students. The Committee is strongly interested in exterior work, but is open to proposals containing interior components.

The artwork’s subject matter and content must be appropriate for public exhibition and not contain advertising, religious references, sexual or violent content, or convey political partisanship.

HEBER CITY, UTAH

Located in Wasatch County, Heber Valley has served as a beautiful and lush home for many communities. From the early usage of this area by the Timpanogos Ute peoples to the pristine grazing opportunities for cattlemen and pioneer settlements, Heber provides shelter and hospitality to all inhabitants. 

Initially called “London” by local settlers from Great Britain in 1859, it was eventually renamed in honor of Heber C. Kimball. In 1889, Heber City was officially incorporated as a township. Over the following century Heber continued to develop with the addition of the Rio Grande Western Railroad, the construction of Heber Light and Power, and the establishment of Heber’s first Bank.

Although Heber’s original industry was largely agricultural, its close proximity to Park City and Salt Lake have resulted in tourism becoming a year-round industry. Guests from across the nation visit to enjoy the incredible sights and exciting recreation found within the local ski resorts, entertainment hubs, and bountiful reservoirs. This has resulted in Heber City boasting one of the lowest unemployment rates in Utah, as well as being one of the fastest growing regions in the nation.  

BUDGET

$164,000 is available for the project. This project budget is for all related expenses of this Public Art commission, including (but not limited to) artist fees, fabrication, support structures, insurance, shipping, travel, lighting, installation, documentation, etc.

ELIGIBILITY

Professional artists and artist teams residing in Utah or with ties to Utah are eligible for this commission. Artists living in Wasatch County or Summit County will receive additional weight in the review process. Applicants must have a U.S. Tax ID Number (SSN, EIN, ITIN, or other). Art Selection Committee members and staff of Utah Arts & Museums and NWL Architects are not eligible to apply for this commission. All Art Selection Committee members will declare any conflict of interest and recuse themselves from the vote when reviewing artist applications.

Interested artists may submit applications online. Register at www.callforentry.org and follow the directions for registration and submitting material for the Mountainland Technical College, Heber-Utah Public Art Request for Qualifications. The application process will prompt you for all necessary documents and information. This includes up to 10 images and/or up to 2 movie files of previous work, a CV or resume, and a Statement of Interest explaining your interest in the project and how your work might relate to the project. Utah Arts & Museums will not be responsible for delayed applications or damaged electronic files. Faxed or emailed applications cannot be accepted.

SELECTION PROCESS AND SCHEDULE

The Selection Committee will review all properly submitted qualifications, from which a short list of semi-finalists will be selected. Semi-finalists will be asked to present a full proposal to the committee on April 16th, 2025 to include concept, budget, and timeline. All semi-finalists will be awarded an honorarium to help defray the costs of the development of the proposal. The honorarium will be applied toward the commission amount for the artist(s) awarded the commission(s.) Utah Arts & Museums will not be responsible for applications delayed or lost. The Mountainland Technical College Heber Campus Art Selection Committee reserves the right to withhold the award of a commission or re-release the call for entries.
