Project: The Dublin Centre – Public Art Program, City of Dublin, CA

·         Schedule: RFQ Issued January 26, 2026; Questions due February 13, 2026; and responses are due by March 6, 2026 at 11:59 p.m. PST

Risewell Homes (the “Developer”), in partnership with the City of Dublin, invites qualified artists and artist teams to submit their qualifications for the next major addition to the City’s public art collection at The Dublin Centre development project. The overall public art project budget is approximately $1 million, with a minimum of 75% allocated directly to the artwork, (including the selected artist’s commission, fabrication, and installation). This RFQ represents the first step in a four-phased selection process, which is described in greater detail below. The Developer reserves the right to modify the project scope, schedule, and selection process as necessary. The public art timeline will be coordinated with the overall construction schedule, with installation anticipated as early as Q4 2027.

The Context

The proposed art will be located within a new mixed-use 50-acre development within the City of Dublin entitled Dublin Centre (“The DC”) which includes 500 residences, up to 38,000 SF of new retail/commercial space, an approximately 2-acre public park, and future affordable housing with up to 100 units. Architecture within this project and surrounding the proposed art location has a modern style.

 

Application Requirements

RFQ Response Criteria

Minimum Criteria:

1.      Applicant’s letter of interest must state specific interest in this project, the project’s adjacency to an existing body of work, and relevance to their artistic practice.  This letter should demonstrate an understanding of the context, nature, and process of the work envisioned.

2.      Portfolio of work shall include at least three built, constructed, or installed works.  All work included is not required to be publicly owned, funded or accessible.  Work should respond to the art anticipated by this RFQ, but does not necessarily have to be of the same overall size or format anticipated by this RFQ.  The portfolio should demonstrate progressive practice in the art field, including at least three successfully completed public art commissions.  The portfolio shall also demonstrate the creative process with inspiration examples, sketches, or similar graphics.

3.      Artist’s Philosophy, Focus, and Approach to art.  For example, exploring connections, finding significance, themes, or pathways that guide or inform an artistic response would be helpful to understanding the Artist’s approach and the meaning within the proposed art.

4.      Proposed medium(s) and technical ability, proficiency, certifications, and/or experience with the medium(s).

5.      Demonstrated ability to fabricate or work with construction trades, design professionals (engineers, architects, landscape architects), sponsors/developers, and with public agency staff and representatives.

6.      Artist’s CV including education, work and/or life experience, and art experience.

7.      Evidence of Insurance equal to or in excess of $2 million commercial general liability coverage for the duration of the project.

8.      Evidence of state-of-residence state’s worker’s compensation insurance requirements (or provide a state-certified exemption, if applicable).

9.      If self-performing/fabricating, ability to bond for the value of the work.

To qualify for this RFQ, applicants must:

1.      Be 18 years of age or older (as required for Developer/City agreements);

2.     Reside in the United States and be legally allowed to work in the United States (e.g.; must be a US citizen or legal permanent resident or have USCIS work authorization documentation stating that you can work for any employer).

Applicants are eligible regardless of race, color, religion, national origin, gender expression or identity, marital or familial status, physical or mental disability, or sexual orientation. Artist teams are eligible to apply, including teams of artists from multiple disciplines or artist-led teams with non-artist members. Selection panelists, employees of Risewell Homes and/or of their consultant team (including subconsultants), or members of their immediate family are not eligible for participation.
