Call for artist’s qualifications to create public art for the 4th District Court Facility

Letters of interest and qualifications are requested from artists interested in creating art for the public area(s) of the new 4th District Court Facility in Provo, Utah.

Fourth District court facility

The Provo Fourth District Courthouse is an 8-story, 245,000 square foot facility located in the heart of downtown Provo City, between Freedom Boulevard and 300 West, and 100 and 200 North. The building houses 18 courtrooms serving the Juvenile and District court functions for the Fourth Judicial District as well as housing all of the court support programs such as the Clerk of the Court, Court Administration, Guardian Ad Litem, Probation and Mediation.

The building’s interior and exterior materials have been chosen to represent the stature and dignity of the State Court. The exterior is clad in precast concrete panels (GFRC) which reinforce the strength and permanence of the institution. These panels are interrupted by large expanses of floor to ceiling glazing which brings daylight and views to nearly every space. The interior materials are formal and durable, consisting of ceramic tiles and veneered wood paneling.

The building is positioned close to the street, emphasizing its urban context. The main entrance is positioned to address the street corner. This intersection is poised to be an important hub of the city with the county convention center located to the south and a new hotel being constructed to the east. A public plaza on the courthouse site addresses this intersection and provides open space in this growing downtown core. Beginning in this plaza, a marble accent wall extends through the level 1 interior public lobby, emerging to the exterior again at the west entrance of the building.

The building is situated where the public lobbies face east toward the mountains. These mountains, which rise steeply to more than 4,500 feet above the site, provide for a dramatic view. These lobbies occur on all eight floors, but the first four levels are the only floors which serve both the juvenile and district courtrooms.

Provo is nationally recognized for its high quality of life, beautiful landscapes, and recreational opportunities. Trails, mountains, lakes, and rivers are easily accessible. The city itself offers a vibrant music and independent restaurant scene and hosts many community events. 

Provo is located 43 miles south of Salt Lake City, UT, and the Wasatch Front, and rests between Orem, UT, (north) and Springville, UT (south). The famous Sundance Resort, owned by actor Robert Redford, is located 13 miles northeast in Provo Canyon. It is the third largest city in the state of Utah after Salt Lake City and Ogden-Clearfield.. With a population at the 2010 census of 112,488, Provo is the principal city in the Provo-Orem metropolitan area, which had a population of 526,810 residents at the 2010 census.

The city is the location of Brigham Young University, a private higher education institution, which is operated by The Church of Jesus Christ of Latter-day Saints (LDS Church). Provo also has the largest Missionary Training Center for the LDS Church. The city is a key operational center for Novell and has been a focus area for technology

development in Utah, with several billion dollar startups operating in Provo. Sundance Resort is located 13 miles northeast in Provo Canyon.

ART SELECTION COMMITTEE STATEMENT

The Selection Committee is intent on working with an artist that can help contribute to this important new facility for the State of Utah and the community of Provo. The building has been designed to be integral to the transformation of downtown Provo through materials, an open public plaza, site furnishings and landscaping appropriate for an urban setting. The Committee is hopeful the artist's contribution can have a calming influence and acknowledge the influence of law and justice, all while enhancing the community, client and employee experience of the space.

The following areas have been identified as potential siting for public artwork / dialogue / engagement. The Committee may also be open to other sites as suggested by interested artists:

1. The southeast exterior plaza is the primary focal point for dialogue between the facility and the community and has the strongest interest for the Selection Committee

2. The black granite clad wall at the south interior of the lobby that wraps around to the exterior facing the east plaza.

3. Surfaces in the lobby of floors one through eight.

BUDGET

$330,000 has been allocated by the Utah State Legislature to commission public art work(s) for this facility. These funds are intended to cover all costs associated with the artist’s public art commission(s) including but not limited to; travel, installation and related expenses.

Finalists will be offered an honorarium to assist with costs associated with time and travel for a full proposal presentation and interview with the selection committee. The honorarium will become part of the total commission award for the selected artist(s).

ELIGIBILITY

Resident American or legal resident artists / artist teams are eligible for this commission. Utah artists are encouraged to apply. Art selection committee members, Utah Arts & Museums staff and employees, subcontractors or consultants of VCBO Architecture or Okland Construction are not eligible for this project.

SUBMISSION OPTIONS, INSTRUCTIONS AND REQUIRED MATERIALS

Interested artists may submit applications online or via DVD/CD. The deadline is the same for both methods and is not a postmark deadline. Please do not include supplemental materials beyond the requirements listed below. All applications must include the following:

ONLINE METHOD:

Register at www.callforentry.org and follow the directions for registration and submitting material for this Public Art Request for Qualifications.

If the artist’s work cannot be documented well with still images you may submit movie files via the “Hard Copy Method” listed below. Movie files cannot be submitted via the online method.

DVD/CDMETHOD:

· A PC compatible CD labeled with applicant's name, and contact information containing:

· A letter of interest of not more than three typewritten pages in pdf format. This letter should include the artist’s reasons for interest in this project in particular. In doing so, the artist should also describe how his/her work and/or experience relate to the project.

· Up to six (6) images maximum of previous site-specific public work. All images must be in JPEG format, 1920 pixels maximum on the longest side, 72 dpi, with compression settings resulting in the best image quality under 2MB file size. The image files should be named so that the list sorts in the order of the image listing.

· A pdf document identifying each image to include title, year, medium, dimensions.

· A professional resume in pdf format

If the work cannot be documented well with still images, a DVD (of no more than 3 minutes) may be submitted as documentation of artist’s projects. Please note only one media, movie file or image, can be presented to the committee per artist in this preliminary phase.

If the artist wishes the material returned, an addressed and stamped envelope of ample size and postage for return of the CD or DVD should be included. Material that is not accompanied by a stamped envelope will not be returned.

SELECTION PROCESS AND SCHEDULE

The Selection Committee will review proposals from which a short list of semi-finalists will be selected and invited to develop a proposal. The finalist honorarium will be applied toward the commission amount for the artist(s) awarded the commission. The Committee reserves the option to commission more than one artist. Final selection(s) will be made from the semi-finalists.
