Utah Arts & Museums Public Art Program Requests Artists Qualifications for 
Utah State Archives in Salt Lake City, Utah

Request for qualifications from artists and/or artist teams residing in the Western United States interested in creating site specific artwork(s) for the new expansion project of the Utah State Archives facility in Salt Lake City, Utah.  

BUDGET: $25,000 - DEADLINE FOR MATERIALS: April 16, 2018

UTAH STATE ARCHIVES
Records are essential to providing information that protects life, property, and rights. Historical records, and their context, enrich future generations. They provide communities with a connection to the past and a historical foundation from which to build a future. The State Archives identifies and preserves these records.

The Utah State Archives was created to help state agencies and local governments manage their records as well as to care for government documents with historical value. The Archives holds records from Utah's earliest territorial days to current records created by modern government agencies. Both state and local government records, are stored in the State Archives. While the care of public records was an issue during Utah's territorial and early statehood period, it was not until 1968 that the legislature created the Utah Division of Archives and Record Services.

Today the staff of the State Archives works with records officers in each state and local government agency to assure correct management and preservation. Schedules are created to facilitate the orderly transfer to the Archives of those records which have long-term value. The schedules take into consideration the administrative, fiscal, legal, and historical value of the records. 


EXPANSION PROJECT
The State Archives’ facility, including staff offices, a public reference room, and a records repository, is located at 346 S Rio Grande St, Salt Lake City. This project involves the expansion of the Utah State Archives storage vault and automated storage retrieval system of the State Archive climate controlled repository by 29’6” to the west, while maintaining the north-south width (75 feet) and vertical height (54 feet) of the enclosure. This creates an additional 76,950 cubic feet in remodeled space and 137,700 cubic feet in additional space.

COMMITTEE STATEMENT
The Utah State Archives Art Selection Committee is interested in commissioning public artwork for the State Archives building to enhance the experience of Archives visitors and employees. As the State Archives approaches the 50th anniversary of its creation, the Committee would like this commissioned artwork to reflect in some way the role of the Archives as a repository of collective memory, documenting the people of Utah and preserving the records of democratic government in Utah.

The following areas have been identified as potential sites for an artist’s contribution / integration:

1. The interior atrium of the original facility – two story open space. The floor space could not be utilized. The Committee is less interested in 2D work due to the strong presence of a large work by V. Douglas Snow.
2. The east and northeast exterior areas of the original facility
3. The exterior south and west surfaces of the new storage vault for 2D or dimensional work.

BUDGET
$25,000 is available for all related expenses of this Public Art commission(s) including (but not limited to) artist fees, fabrication, insurance, shipping, travel, installation, documentation, etc. 

ELIGIBILITY
This project is open to resident American and legal resident artists / artist teams residing in the Western United States to include: Utah, Idaho, Colorado, Arizona, New Mexico, Nevada, California, Washington, Oregon, Montana and Wyoming.  Art Selection Committee members, staff and Board of Utah Arts & Museums, Hughes Construction and CRSA Architects are not eligible to apply for this commission.  All Art Selection Committee members agree to declare any conflict of interest and recuse themselves from the vote when reviewing that particular application(s.)

SUBMISSION OPTIONS, INSTRUCTIONS AND REQUIRED MATERIALS
Interested artists may submit applications EITHER online or by USB flash drive or compact disc/DVD.  The deadline is the same for both methods and is not a postmark deadline.  Please do not include supplemental materials beyond the requirements listed below:

ONLINE METHOD:
• Register at www.callforentry.org and follow the directions for registration and submitting material for this Public Art Request for Qualifications    

This online application process will prompt you for all necessary documents.   Movie files cannot be submitted via the online method.

USB THUMB DRIVE METHOD:
• A PC compatible USB thumb drive with applicant's name and containing:

• A letter of interest of not more than two typewritten pages in pdf format. This letter should include the artist’s reasons for interest in this project in particular.  In doing so, the artist should also describe how his/her work and/or experience relates to the project.  

• Up to six (6) images maximum of previous site-specific public work. All images must be in JPEG format, 1920 pixels maximum on the longest side, 72 dpi, with compression settings resulting in the best image quality under 2MB file size. The image files should be named so that the list sorts in the order of the image listing.

• A pdf document identifying each image to include title, year, medium, dimensions.

• A professional resume in pdf format

If the work cannot be documented well with still images a movie file (of no more than 3 minutes) may be submitted as documentation of artist’s projects.  Please note only one media, movie file or images, can be presented to the committee per artist in this preliminary phase.

If the artist wishes the material returned, an addressed and stamped envelope of ample size and postage for return of the thumb drive should be included. Material that is not accompanied by a stamped envelope cannot be returned.

Utah Arts & Museums will not be responsible for applications delayed or lost in transit.  While all reasonable care will be taken in the handling of materials, neither the Utah Division of Arts & Museums nor the Archives Art Selection Committee will be liable for late, lost or damaged materials or electronic files.  Faxed or e-mailed applications cannot be accepted. 

Archives Art Selection Committee reserves the right to withhold the award of a commission or re-release the call for entries.

USB thumb drive application packages must be RECEIVED on or before April 16, 2018 by 5 p.m. (THIS IS NOT A POSTMARK DEADLINE.) Online applications have until midnight (MST.) All supporting materials must accompany application.

SELECTION PROCESS AND SCHEDULE
The Selection Committee will review all material properly submitted.  Finalists will be selected from the first phase of applicants submitting qualifications.  Selection of the commissioned artist(s) will be based on proposals presented to the Selection Committee on June 25, 2018.  

Once selected as a finalist we will work to provide as much information and access as possible to assist in the artist’s research while developing their proposal.

An honorarium will be offered to the finalists to assist with the costs associated with the preparation of a proposal and travel. This honorarium will be applied toward the commission amount for the artist(s) awarded the commission. 

Schedule:  
April 16 2018 - Deadline for receipt of preliminary materials
April 30, 2018 - Committee Review 
June 25, 2018 - Finalists interviews and presentations
July 2018 – Expansion project completed – Art project completion may or may not coincide.
