Introduction
The Denver Arts & Venues Public Art Program seeks to commission an artist or team of artists to create a site-specific public art project at the newly constructed Denver Health Outpatient Medical Center (OMC), slated to open in June of 2020. The artwork for this call for entry must be installed prior to the OMC opening.
The OMC will significantly increase the hospital’s patient capacity to provide outpatient care, meeting the future needs of our growing, vibrant city. Once completed, the OMC will measure 293,000 square feet, centralizing numerous services under one roof in an easy-to-access downtown location. It will include a day surgery center, expanded pharmacy operations, lab services and radiology. The building will greatly enhance Denver Health’s ability to provide treatment for heart disease, cancer and diabetes. It will also be a center for behavioral health, dental and oral health, and offer expanded services for eye exams and physical therapy. Consolidating clinics will free up much needed space on campus, allowing the hospital to boost primary care services, increase the number of inpatient psychiatric beds and expand operating rooms.

Denver Health Outpatient Medical Center (OMC)
As the city’s population grows and the demand for quality health care services increases, Denver Health needs to update its infrastructure and expand its floor space at its downtown campus to meet the future needs of the city. According to a feasibility study, patient demand will exceed capacity in Denver Health outpatient clinics by 2019.
Public Art at the Denver Health Outpatient Medical Center (OMC)
Goals
The art selection panel has set forth specific goals and parameters for this public art project for a site-specific artwork to be installed on the first floor (Level 1) adjacent to the south elevator banks. The selection panel suggests the artwork creates a safe and welcoming environment for the many people who enter building for their scheduled appointments. The artwork should act as a “positive distraction,” as most patients entering the OMC facility may be feeling stress, pain or discomfort. The artwork should draw the viewer in by offering a calming, uplifting, inspiring and safe experience.
The Site for the Artwork
The selection panel seeks public artwork(s) to be specifically located to the south side of Level 1 Elevator Lobby. This is a high traffic and high-volume area in the OMC, as visitors will be seeking the elevators to travel to one of the seven floors for their scheduled medical appointment. This area is accessible to all.
Materials & Media
The selection panel is open to two-dimensional, three-dimensional or bas-relief artwork, or artwork suspended from ceiling and/or walls for this designated site in all media, materials and formats suitable for a medical environment. It is imperative that the artwork not utilize water or any type of liquid, or materials such as organic fibers which may be more prone to hold and transmit pathogens. Artwork must be durable and able to withstand human touch and meet all ADA (Americans with Disabilities Act) regulations.
Maintenance & Durability
All applicants are expected to consider the issues of long-term conservation and maintenance of public art, along with time and budget. These projects exist in the public realm and are exposed to physical stresses, as well as vulnerable to vandalism. Public art projects should be fabricated of highly durable, low-maintenance materials. Finalists are encouraged to consult with a professional conservator prior to the submission of a final proposal. Selected artist proposals will be reviewed by the City of Denver’s Public Art Committee and other appropriate city agencies to ensure conformity with city standards of maintenance and durability, as well as ADA (Americans with Disabilities Act) standards. All finalists are expected to stay on budget and to complete work in an approved timeframe.
Eligibility
This project is open to all artists residing in the United States, regardless of race, color, creed, gender, gender variance, sexual orientation, national origin, age, religion, marital status, political opinion or affiliation, or mental or physical disability. Artists are not required to have previous experience in public art. Emerging artists are encouraged to apply. Contact the Denver Public Art office with any questions regarding this designation.
Applying for these Opportunities
In response to this RFQ, applicants will be asked to submit six digital images, a résumé, and a statement of interest no longer than 2,000 characters via www.callforentry.org (CaFÉ™). From these applications, the selection panel will choose up to five finalists who will be brought in for an interview with the panel. If a formal proposal is requested, the artist will be provided an honorarium of $2,000 to prepare and present the proposal in person. Finalists will receive more specific information regarding the site and have the opportunity to meet with project representatives, the Denver Health Outpatient Medical Center (OMC) and Denver Public Art staff. Artists/teams selected as finalists will be required to submit a Diversity & Inclusiveness Form for their proposals to be considered, which will be provided upon notification. As directed by Executive Order 101, this form must be submitted for all city solicitations of proposals. Denver Arts & Venues Public Art Program staff can provide guidance on filling out this form. Finalists will be expected to pay for travel expenses from the honorarium. From the interview or proposal, an artist or artist team will be selected for this commission. The selected artist or artist team will collaborate with the Public Art Program staff and the Denver Health Outpatient Medical Center, when finalizing their designs for installation.

Budget
The budget for this project is approximately $175,000 USD. These funds come from the City of Denver’s 1% for Public Art Ordinance resulting from voter approved bond funds as well as other funding sources related to the construction of the Denver Health Outpatient Medical Center. The contract amount is inclusive of all costs associated with the project including, but not limited to: artist’s design fee, other consultation fees such as structural engineering consultation, insurance (including Colorado Workers Compensation), tools, materials, fabrication, transportation, installation, any building or site modification required, travel to and from the site, per diem expenses, project documentation, contingency to cover unexpected expenses, and any other costs. For all work done on city property, prevailing wage requirements will be applied.

Project Selection Panel
According to Denver’s Public Art Policy, the Art Selection Panel plays an active role in the acquisition of public art for Denver. The Denver Health Outpatient Medical Center selection panel is comprised of 10 voting members. The selection panel is responsible for reviewing the site, establishing criteria, providing input on the call for entry, reviewing applications, and selecting and interviewing finalists.
Selection Process
Up to five artists/artist teams will be selected as finalists. Finalists will be required to consult with Denver Health Outpatient Medical Center staff and Denver Public Art staff prior to the submission of a final proposal. The selection panel will interview and/or review proposals from finalists and recommend one for the project. The final recommendation of the selection panel will be presented to the Public Art Committee, the Denver Commission on Cultural Affairs, and the Mayor of Denver for final approval. All decisions of the City and County of Denver are final.
Materials to be Submitted

Digital Images - In order to be considered for this project, the applicant must electronically submit six digital images of previously completed artworks through the CaFÉ™ system.
