The two-story round building structure located at 1000 10th Street was designed in 1968 in a contemporary neoclassical style with glass curtain walls and reinforced concrete columns with arches spanning around the circumference of the building. Long, subgrade moat-like areas are located on the west and east sides that allow natural light into the lower level. The columns extend down to the base of the moat areas and there are open metal balustrade rails at grade level separating the moats from public access.  A new renovation project has commenced at City Hall to replace the roof, paint the exterior, install an ADA-compliant elevator, renovate the lower level for office space, and add access control features. The unique overall design of the building will be preserved. 

Background: The purpose of this public art project is to enhance the building with unique artwork that will complement the building’s architecture and the highly civic nature of its use. The moats on both sides of the building are the focus areas for the new art installation. The exterior perimeter concrete walls of the below grade moats, the columns below grade level, the open space between columns, and the metal railings are locations where art can be installed.  One or more of these locations may be included in the artist’s design but the daylight entering the lower level office windows cannot be blocked or minimized by artwork.

Both moats are approximately 7ft. deep and 8ft. wide. The concrete exterior wall of the moat on the east side of the building is approximately 120 linear ft. and on the west side of the building is approximately 60 linear ft. There are 17 plaster-on-concrete pillars that extend below grade level to the gravel base of the moat areas; 12 pillars on the east side and 5 pillars on the west side each measuring approximately 14”x20”x9’H.  

Rust from the metal railings has stained the concrete exterior walls of the moats. They will be freshly painted as part of the overall renovations but they will not remain rust free for long; for this reason, painted murals on the concrete walls are not recommended. Both railings have a locked gate and a ladder attached to the concrete wall for City staff to mitigate trash and weeds that tend to collect in the moats; access to these areas must remain in place.

Budget and Scope of Work: The budget for artwork design, fabrication, delivery and installation within the two moat areas is not to exceed $30,000. OPTIONAL - Artist may choose to include an artistic handrail design to replace the existing metal railing in addition to artwork designed for the moat areas and, if accepted, additional funds up to $15,000 may be included in the Artists contract. Handrail designs must follow all applicable building codes and safety regulations.

One Artist will be selected to work with a project team of architects, engineers, and managers in developing the final artist’s design to be incorporated into the exterior ‘moat’ areas of the building. This approach requires good collaborative skills, creativity, flexibility as well as an open mind. The artist will be selected based on past experience with collaborative projects and past work that exhibits style and materials appropriate to the site; painted murals and mosaic applications are not recommended. Proposals will be requested from one or more Artists for a final jury round; proposals are not requested or required at this time.

Once contracted, a minimum of two progress reports will be required showing the evolution of the artists design. Final design work must be original and must include all details necessary for the fabrication and installation of actual artwork. Once the final design is accepted by the Greeley Art Commission and payment is made for the design, the City will retain all rights of the final design. The building renovation may be completed and ready for art installation as early as June 2020 or as late as August 2020.
